<br />In response to Council questions, Mr. Levin addressed the findings by the <br />Planning Commission describing the modification of the roof line, moving one .--- <br />stairway and his architect's response to the Americans with Disabilities <br />Act, which has not been clearly defined as yet. Mr. Levin dismissed the <br />subject of the schools in the area as too full, stating schools have always <br />made accommodations in the past. <br />Council discussed the need for adequate parking and compliance with Redwood <br />City Building Codes, and the deep problems with conditional approvals. <br />---------------------------------------------------------------------------------- <br />Mayor La Berge declared a recess at 8:55 p.m. <br />Meeting reconvened at 9:02 p.m. <br />---------------------------------------------------------------------------------- i <br /> ! <br />Mayor La Berge asked if anyone else would like to speak and the following <br />people addressed the Council: <br />Mark Bartholomew, 426 Hilton Street, spoke in favor of low income and middle <br />class housing, but asked Council to deny the appeal of Mr. Levin, as his <br />proposed development is unacceptable due to its size and Mr. Levin's <br />unwillingness to mitigate environmental impacts. Mr. Bartholomew asked <br />Council to consider the housing needs of seniors and other economic groups, <br />and to demand a quality development consistent with its historic <br />surroundings. In response to Council questions Mr. Bartholomew <br />characterized the current lack of parking in the area as a serious problem. <br /> ~.---'. <br />H. Bud Bostwick, 951 Mariner's Island Blvd., San Mateo, representing the San <br />Mateo County Economic Development Association Growth Policy Council advised <br />that housing of any kind is so vital, that restrictive conditions should be <br />eased to allow more housing units to be built. I <br />Council discussed Redwood City housing policies and accomplishments and <br />reminded everyone that the decision before them did not involve policy, but <br />a specific project and its architecture. Further, the previous D.E.C. <br />development was approved conceptually with conditions, and the "buy-down" <br />eventually turned out to be too costly. ! <br />Tom Ferrando, 1417 Middlefield Road, whose mother owns 540 Elm Street, <br />advised Council that parking in the area of the proposed development is <br />practically non-existent now, and asked Council to send Mr. Levin back to <br />the Planning Commission to work out the parking situation. <br />Cliff Keith, 327 St. Francis Street, advised Council he opposed the Praxis <br />Housing Partners proposed development on architectural grounds and for lack <br />of adequate parking.
