Councilman Greenalch stated he would vote to reject it.
Councilman Stangel stated he would support the motion but asked his
colleagues to consider the words of Mr. Willbanks and Mr. Bostwick and
decide what the Council really wants to do and what the Council will accept
for this property, and inform developers before they spend time and money on
new designs.
Councilman Murray stated this is not a vote on whether the Council wants
middle income housing or not. The motion to deny was made on the same
grounds that previous motions to deny were made: that a developer after
being denied a permit by the Planning Commission cannot come to the Council
with a different idea and expect to have his appeal upheld. If there are
new ideas he wishes to present he must go back to the Planning Commission
and begin again. The developer agrees that he does not want to build
according to the original design, and it appears that what has been
presented tonight is a substantially different project. It is not a good
idea for the City Council to redraw projects. Council Members are not
professionals in the design area, and that is why the City has the
Architectural Advisory Committee, that unanimously voted against the
proposed development, along with the Historic Resources Committee and the
Planning Commission.
Councilwoman Buchan stated she was keenly disappointed that both plans had
not worked out, and hoped that Mr. Levin would go back to staff and work
out the differences. She stated that she and the Council wholeheartedly
support low income affordable housing in Redwood City, and hoped that
tonight's discussions dispelled any doubts. Councilwoman Buchan stressed the
importance of quality construction and design in all affordable housing
developments.
Mayor La Berge emphasized the need for quality in construction and design,
and described the great potential for this historic area of Redwood City.
The Mayor stressed the responsibility of the Council to enhance and protect
this area that has such great appeal to families, singles, seniors, and to
everyone. She stressed the need for the Council to ensure that all
developments in that area be architecturally sound, and added that the
proposed project does not meet that criterion.
Mayor La Berge iterated the Motion.
M/S: MURRAV/BUCHAN TO DENV THE APPEAL OF THE PLANNING COMMISSION'S DENIAL
OF A PLANNED DEVELOPMENT PERMIT TO PRAXIS HOUSING PARTNERS FOR A 64-UNIT
CONDOMINIUM DEVELOPMENT AT 1305 MIDDLEFIELD ROAD, REDWOOD CITV
Carried by unanimous voice vote.
MINUTE ORDER NO. 92-008
In response to Council Members requests, City Attorney Schricker advised
that he would prepare new findings based on tonight's hearing and present
them for Council approval at a future Council Meeting.
MEMO 1/21/92
Regular Meeting Minutes
January 20, 1992
Page 9 MINUTE BOOK NO. 50
Page No. 441
~_."
