<br /> Councilman Murray announced he would leave the dais at this time and would <br /> not participate in discussions nor decisions regarding the proposed parking <br /> garage and mitigation measures due to a potential conflict of interest. <br /> REPORTS: Planning Director, February 10, 1992 <br /> Memo to Council from Councilman Bury, February 6, 1992 <br /> Planning Director Patterson presented the staff report advising the number <br /> of parking spaces shown on the plot plan is 27 and not 26 as the report <br /> states. <br /> City Attorney Schricker advised that only the concept and physical <br /> configuration, and mitigation plan as set forth in the Negative Declaration <br /> were before the Council for approval at this time. <br /> Russ Voung, First Interstate Bank, thanked Director Patterson for working <br /> with him on these issues. Mr. Voung requested the continued right to tow <br /> parking offenders from the new garage as they have now. City Attorney <br /> Schricker advised that the City is restrained by law to deal only with the <br /> owners of the building who will receive all documents, and that the concerns <br /> of First Interstate Bank are known to his office. Mr. Voung advised that <br /> the Bank was no longer asking for parking on both sides of Jefferson during <br /> construction. <br /> Kim Wilkins of J & S Management, owners of the building at 702 Marshall <br /> Street, referred to Item No. 1 under Unresolved Issues in Director <br /> Patterson's referenced report, and advised that when the new Fire Station <br /> was built 148 parking spaces were lost. At that time Mr. Ortloff, owner of <br /> the 702 Marshall Building, asked the City for substitute parking. The City <br /> purchased the Bradford site and provided 115 parking spaces for tenants and <br /> clients in the area. Ms. Wilkins stated she understood that part of the <br /> parking requirements for the building were to be met through Business <br /> District No. 1.
