In addition , the approval of the Docktown Plan and termination residential <br /> use at Docktown is exempt from the requirements of CEQA pursuant to Section <br /> 15O61 (b)(3) of the CEQA Guidelines because it can be seen with certainty that there is <br /> no possibility that this action may have a significant effect on the environment. <br /> 7 . The City Council hereby directs the City Manager to file a Notice of <br /> Exemption for approval of the Docktown Plan and termination of residential use at <br /> Docktown . <br /> 8 . The City Council hereby adopts the Docktown Plan , attached hereto as <br /> Exhibit 1 and incorporated by reference. <br /> 9 . The City Council hereby directs the City Manager to terminate all Live <br /> Aboard Rental Agreements. <br /> 10 . The City Manager is hereby authorized to take any and all actions <br /> necessary to implement the purposes of the Docktown Plan , including , without limitation , <br /> preparing and issuing notices, creating or requiring such additional documents as the City <br /> Manager deems necessary or beneficial , and arranging for the provision of relocation <br /> counseling and financial assistance to Docktown Residents, to the extent those actions <br /> are not contrary to the specific terms of the Docktown Plan . <br /> 11 .
