12/12/2016 <br /> RESOLUTION NO. 15545 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY TO APPROPRIATE $60,000 TO THE WATER FUND AND $60,000 <br /> TO THE SEWER FUND FROM REVENUE RECEIVED FROM PENALTIES <br /> AND INTEREST TO PROVIDE FOR A UTILITY BILL ASSISTANCE <br /> PROGRAM AND AUTHORIZE THE PUBLIC WORKS DIRECTOR TO <br /> CREATE AND ADMINISTER A UTILITY BILL ASSISTANCE PROGRAM <br /> WHEREAS , the City of Redwood City ("City") provides potable water distribution <br /> and sanitary sewer collection services to customers; and <br /> WHEREAS , the City charges customers for the cost of providing these services ; <br /> and <br /> WHEREAS , the City understands that certain customers have fixed or low incomes <br /> and may have difficulties affording the charges ; and <br /> WHEREAS, the City desires to provide a utility bill assistance program; and <br /> WHEREAS, the City desires that the Public Works Director create a utility bill <br /> assistance program to subsidize water and sewer services to certain fixed and low income <br /> customers; and <br /> WHEREAS , funding for a utility bill assistance program is available from revenue <br /> received as a result of Water Fund and Sewer Fund Penalties and Interest accounts; and <br /> WHEREAS , the Utilities Committee has reviewed and approved staff's proposal to <br /> appropriate funds from the Water Fund and Sewer Fund Penalties and Interest accounts <br /> for a utility bill assistance program and authorize the Public Works Director to create a <br /> utility bill assistance program . <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> REDWOOD CITY AS FOLLOWS : <br /> 1 . The sum of $60 , 000 will be appropriated to the Water Fund (an amount <br /> estimated to be equivalent to the annual amount received from Penalties and Interest in <br /> the Water Fund) . <br /> 2 .
