The City Manager stated that the Council has not yet taken action on the <br />recommendation of the Police Chief to delete this item from the Budget since San <br />Mateo County would furnish this service to the City without cost. Councilman <br />Rosselli moved to accept the recommendation of the Police Chief, seconded by Coun- <br />cilman Keckley and carried. (MINUTE ORDER #66-135) — <br />Councilman Petersen moved to accept the Budget as amended to date, seconded by Council- <br />man Rosselli, who stated that the Council has studied the Budget thoroughly over <br />several weeks and had lengthy discussion, as a result they had decreased the Bud- <br />get by more then $70,000. Under the question, Council discussed whether accep- <br />tance of the Budget would include acceptance of the Capital Improvement projects. <br />Councilman Granger pointed out that he had been trying to get adoption of the <br />operating budget since this was where tax rate originates, and that acceptance <br />of the operating budget did not affect the capital items under discussion. <br />Councilman Henderson stated she still wishes to discuss the reserves in the <br />operating budget and insists that the whole budget be studied. Councilman Bury <br />stated that if the Council should act favorably on the motion, it will firm up the <br />operating budget, but certainly did not preclude discussion of any part of the <br />budget. Mayor Herkner suggested that the reserves be reduced from $75,000 to <br />$50,000. <br />Councilman Keekley stated there seemed to be a couple of things that individual <br />Councilmen wanted to bring up and suggested that the particular items be voted for <br />or against in order to decide the issue. Councilman Henderson pointed out if the <br />motion is successful, the Council will be voting approval of the General Improve- <br />ment Districts' budgets which she wished to discuss. Councilman Petersen pointed <br />out that at any time during the year the Capital Improvement Budget can be amended. <br />He stated he personally wants more information from our space utilization consul- <br />tants before setting aside a definite amount for the Schaberg Library expansion. <br />He reminded the Council that there is an appropriation in the Budget for Municipal <br />Buildings, of which the library is one, and that an appropriation from this lump <br />sum could be made at any time by the Council for the library expansion. <br />Councilman Granger rose to a point of order to request an opinion from the City <br />Attorney as to whether adjustments in the Budget for sales tax appropriations can <br />be made between now and the adoption of the Tax Rate ordinance in September. <br />The City Attorney stated the Council could make any such adjustments by amending <br />the Budget at any time during the fiscal year. <br />On roll call, the motion to accept the Budget as amended to date, carried on roll <br />call vote, Councilmen Bury, Granger, Petersen, and Rosselli voting yes, Councilmen <br />Henderson, Keckley, and Mayor Herkner voting no. (MINUTE ORDER #66-136) <br />Councilman Henderson moved that $110,000 from the Municipal Building Reserve in the <br />Sales Tax Capital Budget be specifically appropriated to build the Schaberg Library <br />expansion now, seconded by Councilman Keckley.
