equalization and collection of assessments, collection, payment and enforcement <br />of taxes, including delinquent taxes, and redemption of property within districts <br />or improvement districts by a district or improvement district assessor, appointed <br />by ordinance; to permit the transfer to such district or improvement district <br />assessor of the functions heretofore transferred to County Officers by Article II <br />of Chapter '2 of the Code of the City of Redwood City; (b) adding Section 615 <br />to Ordinance No. 1128 to permit addition of po*-Yers to those for which a district <br />was originally formed; and (c) amending Section 1214 of Ordinance No. 1128 to <br />provide for certain optional registration provisions for bonds of districts. On <br />question Councilman Henderson stated she had a written statement prepared ex- <br />pressing her opposition to the District Assessor and other aspects of amendments <br />being proposed. She questioned the proposed amendment concerning bond registration. <br />City Attorney advised this proposed amendment on bond registration would not effect <br />bonds already sold but that City's bond counsel, Orrick, Dahlquist, Herrington <br />8 Sutcliffe, felt a looseness and alternatives available in the present ordinance <br />which should be clarified. Councilman Henderson also questioned whether monies <br />already voted on could be used for any new purposes, and requested clarification of <br />the "additional powers" section. City Attorney advised amendment would permit <br />additional projects to be added to an already formed district, but would not necess- <br />arily furnish the funds and that a subsequent election could be required for finan- <br />cing. Councilman Henderson, referring to her written statement opposing District <br />Assessor proposal, offered to read her statement orsubmit same for record. <br />Councilman Granger moved that Councilman Henderson's statement be submitted as <br />part of the records, seconded by Councilman Rosselli. Mayor Herkner asked Council- <br />man Henderson's statement be submitted for the record, but again stressed the point <br />the ordinance being introduced did not make the District Assessor mandatory, but <br />is permissive only, and cannot be put into effect without another authorizing <br />Ordinance being adopted by the Council. (See Clerk's File - Councilman Henderson's <br />written statement dated July 11, 1966 regarding District Assessor - Redwood Shores - <br />Feasibility Report) <br />Motion introducing Ordinance seconded by Councilman Keckley and carried on roll <br />call vote, Councilman Henderson voting no, Councilman Bury being noted absent. <br />Councilman Keckley moved to introduce Ordinance amending Section 32.20 of the Code of <br />the City of Redwood City to permit certain functions transferred to County Officers <br />to be transferred to a District or Improvement District Assessor by Ordinance, <br />seconded by Councilman Granger and carried on roll call vote, Councilman Henderson <br />voting no, Councilman Bury being noted absent. <br />Councilman Henderson stated she approved equitable assessments and suggested <br />possibility of City contributing to County to expand their services not only for <br />City's area but other areas in the County having a similar situation. <br />
