Motion <br />seconded by Councilman Granger and carried. <br />Councilman Henderson cuestioned whether Sign Committee had any scheduled timetable <br />on further amendments to the Sign Ordinance as she felt amendments should be con- <br />sidered to control political signs before the coming election period. Councilman <br />Keckley advised no time table set but that the Sign Committee would study all <br />recommended changes and bring them to Council two or three at a time. <br />Proposed Cigarette Tax Ordinance presented for consideration. Staff report stated <br />proposed ordinance had been previously presented for Council's study setting <br />proposed tax at 2� per pack, making distributor responsible to maintain records <br />and report quarterly with remittance. City Manager's report estimated yearly <br />revenue at $112,000 from this proposed source. Councilman Rosselli indicated <br />his agreement to proposed tax but felt it incumbent upon Council to make certain <br />sufficient publicity had been given the proposal and questioned whether this pro- <br />posal had been presented to the Chamber of Commerce and merchants for their con- <br />sideration. <br />Mr. Carlos 0. Tingley, 627 Middlefield Road, advised <br />Executive Committee of Chamber had reviewed this proposal <br />and consensus indicated they would oppose this measure, <br />their reasoning being mainly that no specific need had <br />been stated for which anticipated revenue would be expended. <br />Councilman Rosselli recommended action on this measure be deferred until meeting <br />arranged with Board of Directors of Chamber of Commerce and members of Merchants <br />Division of Chamber in order to convince them of merits of such a measure. Coun- <br />oilman Henderson indicated her approval of suggestions made for deferring action <br />on this measure, and also felt specific use of anticipated revenue should be out- <br />lines before enactment. She suggested one specific use should be for purchase of <br />Friendly Acres Water System. Councilman Granger commented on fact this proposed <br />ordinance as well as a hotel -motel tax could be preempted by County or State impo- <br />sing same. <br />Councilman Rosselli recommended any proposed tax which has been under some review <br />by Council, such as hotel -motel tax, liquor tax, and business license changes, be <br />discussed with Chamber of Commerce. Mayor Herkner appointed an "ad hoc" Council <br />committee to meet with Executive Committee of Chamber of Commerce, for discussion <br />of these proposed taxes (Councilman Keckley, (Chairman) Rosselli and Granger.) <br />(Memo 7/12/66) <br />— Mayor Herkner stated because of suggestions received by Councilmembers he had submitted <br />to each member recommendations for revision of existing Council policy concerning <br />Agenda material as follows: <br />"Those resolutions and ordinances ready Friday morning will be <br />sent to Councilmen on written request. <br />Those prepared after Friday noon will be distributed Monday <br />Night if so requested. <br />Mayor will review the information material available and decide <br />if some item should be postponed, after discussion with the <br />Council during the half-hour weekly study session. <br />All information which is needed for decision will continue to be <br />sent out in report form as has been done in the past." <br />
