(Memo 10/25/66) <br />Councilman Rosselli moved to introduce Ordinance proposed relating to earth movements <br />within the City of Redwood City, seconded by Councilman Granger. <br />Gordon Hanson, representing Peninsula General Contractors <br />and Builders Association, advised in spite of the meetings <br />held with the Staff and with members of various groups <br />within the Association, no real agreement had been arrived <br />at concerning this proposed ordinance. <br />He stated he personally objected to proposed Ordinance very <br />strenuously and that the group, as a majority, felt if City <br />required ordinance of this nature, proposed ordinance as <br />good as could be expected. <br />Mr. Hanson noted following specific sections of proposed <br />Ordinance which he felt were covered by either Zoning <br />Ordinance or Subdivision Ordinance, or were in fact against <br />best interests of property owner: <br />Section 9.52. Section 9.80 - questioned this being within <br />province of City. <br />City Attorney advised this particular section basically a variance provision. <br />Councilman Henderson called attention to the copies of Ordinance submitted to <br />Council since there had been many revisions, and wished to ascertain if the latest <br />draft was in Mr. Hanson's hands. <br />City Manager read his report in which it was stated in view of fact there is little <br />hillside land left in the areas contiguous to Redwood City, Staff believes the pro- <br />visions contained in this proposed Ordinance, plus existing regulations contained in <br />the Subdivision and Zoning Ordinances, will adequately control the movement of earth. <br />City Manager also stated Grading Ordinance had been prepared at the request of the <br />Council but admitted there was considerable difference of opinion among Staff as to <br />whether Grading Ordinance necessary per se, inasmuch as Emerald Lake already sub- <br />divided and probably never would be put together into a larger subdivision; Edgewood <br />Hills area, if not used as college site, might be applicable under this ordinance <br />but other areas potential to be annexed not applicable as all in flat areas, such as <br />Horgan Ranch. He stated ordinance proposed considered minimum standards for control. <br />Councilman Rosselli stated he felt Staff had always indicated need of such a grading <br />ordinance but expressed doubts as to its merits at this point after present discussion and <br />doubted justification of publication costs.
