346 <br />ON ROLL CALL the following were noted present: Councilmen Robert H. Bury, Floyd D. <br />Granger, Mary W. Henderson, Paul C. Keckley, Herbert G. Petersen, John S. Rosselli, <br />Mayor Sidney D. Herkner and City Clerk Helen C. Moore. Also noted present were City <br />Manager Howard C. Ullrich, City Attorney Richard E. Gardella, Assistant City Manager <br />Henry V. Burget, Police Chief William Faulstich, Planning Director Ken Schroeter, <br />Director of Public Works J. Louis Scherer, Auditor -Accountant Jack Ference, Park <br />Superintendent Pasco Balzarini, Building Inspector S. H. Kreiss, and Deputy City <br />Clerk Marian McCrindle. <br />Councilman Keckley moved to approve Minutes of Regular Meeting of November 7, 1966, as _. <br />amended by Councilman Bury (Page 6 re Applications for CATV licenses: "Peninsula <br />Cable Television Corporation agreed, on question by Councilman Bury, that if the <br />Ordinance prohibited anything except undergrounding, they would still be interested <br />in going forward with their project."); Minutes of Executive Session of November <br />7, 1966, as mailed, seconded by Councilman Petersen and carried. <br />Mayor Herkner introduced and welcomed students presently attending Sequoia High School <br />this academic year under the auspices of the American Field Service International <br />Scholarship Program; Hishiko Saito, from Japan; Ponnambalam Sivasubramaniam, from <br />Ceylon; and Cornelio Stolk-Martinez from Venezuela. <br />PUBLIC HEARING, Resolution declaring weeds a nuisance and ordering their removal, <br />declared open and affidavits of publication and posting ordered filed. Council- <br />man Bury asked if ordinances have been studied from other cities having record of <br />successful weed abatement programs. City Manager advised specifications had been <br />prepared putting together best policies of other cities, but that Staff now <br />recommends Council not approve specifications and call for bids at this time as <br />City Attorney had advised of two areas in specifications which he felt needed <br />clarification. The City Manager stated specifications would be ready for Council <br />action at the next meeting on November 21st (Memo 11/15/66) <br />There being no communications or oral protest, Councilman Petersen moved to close <br />the public hearing, seconded by Councilman Rosselli and carried. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5188 ORDERING STREET SUPERINTENDENT <br />TO ABATE WEED NUISANCE, seconded by Councilman Keckley and carried on roll call vote. <br />PUBLIC HEARING, Adoption of Official Plan Lines, Perry Street between Brewster Avenue <br />and Broadway, declared open and affidavits of publication and mailing ordered " <br />filed. Report of the Planning Commission was read in which it was stated a public <br />hearing had been held on October 11th, and recommendation was made for Council's <br />adoption of Plan Lines proposed for establishing a 60' right-of-way for this street. <br />It was also reported one protest had been made concerning plan lines from Southern <br />Pacific Company. Staff report read stating original Plan Lines for widening of <br />Perry Street in this section had been first approved in November, 1962, at which <br />time a letter from the Southern Pacific Company had been received protesting pro- <br />posed Plan Lines, but at which=hearing a representative had appeared stating they <br />
