348 <br />PUBLIC HEARING, Adoption of Official Plan Lines, Jefferson Avenue between Middlefield <br />Road and Franklin Street, declared open and affidavits of publication and mailing <br />ordered filed. Report of the City Manager read in which he advised Planning <br />Commission, after public hearing held on October 11th, had recommended these Plan <br />Lines be adopted, and that Staff concurred in the recommendation. He further <br />advised action recommended is an interim action which will retain Plan Lines in <br />effect beyond their expiration date of November 26th, but that State Division of <br />Highways had advised the right-of-way width provided is insufficient to provide <br />parking lanes now required by State specifications. He advised that Plan Lines pro- <br />posed could be modified when final determination has been made on the configuration <br />of Jefferson Avenue widening, based on the outcome of the Downtown Plan and West <br />Bay Rapid Transit studies. <br />Planning Commission report read recommending adoption of Plan Lines as proposed. <br />Staff report read stating Plan Lines originally established in 1962 and would <br />expire in November of this year. It was also reported Downtown Plan Indicates an <br />undercrossing of railroad at this location which would require considerably wider <br />right-of-way than present Plan Lines, but in view of lack of concrete actions <br />with respect to Rapid Transit or implementation of Downtown Plan, Staff recommended <br />re-establishment of present Plan Lines on basis of grade crossing only. <br />Councilman Rosselli expressed concern for property owners being restricted by <br />plan lines for extreme lengths of time. Councilman Henderson questioned effect — <br />of plan lines on present developments in this section. City Manager reported <br />final draft of EBS report soon due and from present indications it would appear <br />this area now occupied by Chamber of Commerce, Coast Neon Sign Company, Poole <br />property, etc., was under consideration for new civic center complex, and if this <br />recommendation concurred in by Council, it would have considerable bearing on <br />acquisition of property in this area, <br />Councilman Henderson moved to close the public hearing, seconded by Councilman <br />Rosselli and carried, Councilman Bury abstaining. <br />Councilman Keckley moved to adopt RESOLUTION NO. 5190 ESTABLISHING OFFICIAL PLAN <br />LINES FOR THE WIDENING OF JEFFERSON AVENUE BETWEEN FRANKLIN STREET AND MIDDLEFIELD <br />ROAD, seconded by Councilman Henderson and carried on roll call vote, Councilman <br />Bury abstaining. <br />REPORT OF BID OPENING, Operation and Maintenance of Dewatering Pumps, GID 1-64. The <br />following bids were received: <br />Bragato Paving Co. $17,450.00 <br />Oscar C. Holmes and <br />Holmes -Clair, Inc.-J.V. 53,350.00 <br />Fairley Constructors 58,800.00 <br />Imperial Pipeline Construction 62,690.00 <br />Engineer's Estimate $21,000.00 <br />DMJM and Staff recommended award be made to low bidder, Bragato Paving Company. <br />
