Councilman Rosselli commented on excellent plan submitted by Park Department but <br />questioned whether consideration had been given to relocating playground and main- <br />taining only park feature for this site. City Manager advised in preliminary dis- <br />cussions of the Winan's report it was apparent recommendation being given for future <br />acquisition of property nearer Hoover School for a playground type of large park — <br />and Chestnut Park not being needed. He, therefore, would recommend ChestnutPark <br />being improved as proposed for an interim measure comparable with other playground <br />areas. He also advised lots had been investigated for possible purchase in this <br />area and costs would be extremely high. <br />Councilman Bury questioned further details as to plans, particularly with reference <br />to maintenance of plantings proposed. Park Superintendent advised mowing of lawn <br />main feature for maintenance, plantings proposed being similar to that of other <br />park areas, with exception of addition of more colorful plantings such as are to <br />be added to all parks as a feature for Redwood City's Centennial Year. Councilman <br />Granter expressed his desire to still maintain this site as a park area only and <br />that other property be acquired for playground area. <br />Councilman Rosselli moved to introduce Ordinance authorizing improvement of <br />Chestnut Park and appropriating the sum of $7,000 from unappropriated balance of <br />Sales Tax Capital Outlay Fund therefor, seconded by Councilman Keckley and carried, <br />Councilman Granger moved to introduce Ordinance appropriating $50,000 from appropria- <br />tion for acquisition of park land under "Open Space" program and appropriating — <br />$25,000 from appropriation for offsite access construction and landscaping near <br />Marine World site, for the purposes set forth in Resolution No. 5163, concerning <br />Belmont Slough Improvements. <br />Staff report stated Council had been advised previously on negotiations with BCDC <br />Staff for access and compensation for ecological damage which might occur because <br />of "B" dredge, and Resolution adopted provided for County and City to each con- <br />tribute $50,000 for acquisition or development, City's maximum contribution being <br />$50,000, of which <br />$25,000 <br />was previously budgeted <br />for amenities at <br />the Marine <br />World entrance. <br />Ordinance <br />proposed transfers the <br />already budgeted <br />$25,000 and <br />appropriates additional $25,000 to make available the $50,000 the City agreed to <br />contribute for acquisition of the park lands along Belmont Slough. <br />Councilman Petersen further questioned source of the $25,000 and original total <br />budgeted for "Open space" g p p program. City Manager further detailed purpose of the <br />Ordinance and prime concern for City instituting action on these funds before next <br />appearance of Staff before the BCDC Commission. Councilman Henderson explained her <br />reasons for opposing proposed Ordinance as money proposed for park plans for which <br />no details had been presented, and felt action inappropriate until items more <br />clearly defined. City Manager advised plans would have to be presented for proposed <br />development of area in order to proceed to try to get "matching funds." Motion <br />seconded by Councilman Bury and carried on roll call vote, Councilman Henderson <br />voting no, <br />
