Councilman Granger indicated his desire to continue this matter until questions
<br />raised could be answered by Staff. Motion lost on roll call vote, Councilmen
<br />Bury, Petersen and Mayor Herkner voting yes, Councilmen Granger, Henderson,

<br />Granger stated
<br />his opposition to
<br />award being made other than
<br />to lowest base
<br />bidder
<br />and that
<br />alternates be held
<br />and be considered later.
<br />Councilman Henderson advised Council that both architect and Staff had recommended
<br />award be made to lowest bidder including the alternates, as total project could
<br />be better accomplished for less than subsequently going through bidding proce-
<br />dures for alternates.
<br />Councilman Rosselli stated Council had withheld award of alternates on other bids
<br />without undue consequences and recommended base bid be awarded to lowest bidder,
<br />Landes Construction Co., a local contractor, and alternates withheld at this
<br />time for later bidding. Councilman Keckley indicated his belief that alternates
<br />presented with base bid provided lowest possible bidding because of allowing con-
<br />tractor on the job to submit better bids,
<br />City Attorney outlined procedure required of Council either with option to award
<br />to lowest bidder on base bid only, or any combination of alternates. City
<br />Librarian asked that Mr. Daseking, of Keller & Daseking, architects for project,
<br />explain analysis of bids. He also introduced all Library Board members present.
<br />Mr, Daseking, architect for project, explained Alternate
<br />#3 constituted a deletion of the fire place which was in-
<br />cluded in the base bid; Alternate #2 provided for carpet-
<br />ing in the reading areas of the Library branch construction,
<br />and its deletion, leaving the vinyl asbestos flooring in the
<br />base bid, would almost make certain carpeting not be possible
<br />at any later time on a separate bid; Alternate #3 for shel-
<br />ving recommended for award at this time as considered to be
<br />obtainable at less cost also.
<br />After further discussion on details of bids received, City Manager advised base bid
<br />and alternate bids used because budgeted funds based on architect's estimate as
