64 <br />Councilman Petersen questioned policy on amending or substitute motions made sub- <br />sequent to an original motion which changed entirely its intent. After a dis- <br />cussion and questioning of City Attorney on a fuling on this point, Councilman <br />Petersen again expressed his dissatisfaction on statements of the City Attorney and <br />strongly recommend that this be reviewed for a definite established uniform policy. <br />(Memo 7/25/67) <br />After further discussion motion to grant the variance was withdrawn by Councilman <br />Petersen, in deference to suggestions made for a restrictive action. <br />Councilman Granger moved to continue item for two weeks and give applicant a <br />chance to review Resolution suggested by him that this proposed room never be <br />used for living quarters, seconded by Councilman Petersen. Councilman Bury pro- <br />tested continuing this item if applicant is willing to sign the document as <br />suggested, as he favored granting the variance after being assured fire hazards <br />are not present. <br />Councilman Granger moved to adopt a Resolution as then prepared by City Attorney <br />granting the variance with restrictions to the property that this addition to the <br />applicant's premises would never be used as living quarters, and recorded, seconded <br />by Councilman Petersen. <br />Councilman Henderson maintained this action still would not be reason enough to <br />resolve basis for denial of the Planning Commission. Resolution tied on roll <br />call vote, Councilmen Bury, Granger and Petersen voting yes, Councilmen Henderson, <br />Keckley and Mayor Herkner voting no, Councilman Rosselli being noted absent. <br />Motion by Councilman Granger item be placed on rest regular meeting when full Council <br />would be present, seconded by Councilman Keckley and carried. (MINUTE ORDER 67-159 <br />Councilman Bury asked Staff for further report in view of suggestions made. <br />(Memo 7/25/67) <br />Councilman Keckley moved to adopt RESOLUTION NO. 5436 APPROVING AND AUTHORIZING EXE- <br />CUTION OF SUPPLEMENTAL AGREEMENT RELATING TO KAISER MEDICAL CENTER, CONCERNING <br />STREET LIGHTING FACILITIES, seconded by Councilman Bury. <br />Staff report stated hospital has agreed to pay for street lights adjacent to <br />their new hospital on a cash basis in lieu of having an assessment district <br />formed, and agreement authorizes the City to expend Kaiser funds now on deposit, <br />for this purpose. <br />Councilman Bury commented on illumination of surrounding area when street lights <br />are in operation as showing the undesirable neighborhood, and that this should be <br />discussed sometime in the near future. (Memo 7/25/67) <br />Motion carried on roll call vote, Councilman Rosselli being noted absent. <br />Councilman Bury moved to adopt RESOLUTION NO. 5437 GRANTING REVOCABLE PERMISSION <br />TO KAISER FOUNDATION HOSPITALS FOR INSTALLATION OF CONDUITS IN MAPLE STREET, <br />seconded by Councilman Keckley. <br />Staff report stated this is requested by the hospital for installation of under- <br />ground telephone lines and a pneumatic tube system between the new hospital and <br />the existing clinic.
