Wayne Blair, Accounting Manager of National Seal Co., Middle- <br />field and Broadway, reported on their Company having filed an <br />exemption notice for weed abatement in 1965, having paid $250 <br />in 1966, and being billed for $341 for present weed abatement <br />charges, covering weeds on outside of their Company's fencing <br />and for which they have also paid $80 per year for a private <br />contract to keep weeds abated. He suggested for the future, <br />that property owners be notified prior to weeds being abated <br />by City. <br />Leonard Wolfenbayer, 3408 Page St., protested charges of $2.80 <br />for weed abatement on his property between curb and sidewalk <br />and reviewed work that had been performed by himself to clear <br />the weeds. He asked whether a soil analysis would prove that <br />a chemical had been used, by City's contractor for weed abate- <br />ment purposes on his property. <br />Councilman Petersen moved that if records indicated abatement by,property owner <br />in this instance close to the date of that claimed by the City's contractor, that <br />assessment be cancelled; no second to motion. Street Superintendent advised <br />weed abatement had been performed in this instance on January 10, 1967, March 29 <br />and June 1, 1967 by a chemical spray for a total charge of $2.80. <br />Discussion was held on "tumbleweed" growth and need for this type of weed to be of <br />a certain size with enough leaf growth in order that chemical spray might penetrate <br />to become effective. After further discussion on the protestant's case, Councilman <br />Bury moved to cancel charges on this parcelbecause of the personal efforts of the <br />property owners to abate their own weeds, seconded by Councilman Petersen and <br />carried. (MINUTE ORDER #67-168) <br />Councilman Petersen moved to continue the public hearing to August 21, 1967, <br />seconded by Councilman Bury and carried. (MINUTE ORDER #67-169) <br />_ PUBLIC HEARING, Application of Norma Kogelschatz, 1707 Edgewood Road, for permit to <br />move a, one-story, wood frame single family dwelling from Lot 6, Block 1, Redwood <br />Villa Park, 18 Center Street, Redwood City, to 649 Douglas Avenue (Lots 1 & 2, <br />Block 1, Dumbarton Acres) declared open and affidavits of posting and mailing <br />ordered filed. Report of Chief Building Official described condition of the <br />structure to be removed and recommended approval subject to certain conditions. <br />Don Aste, representing applicant, reviewed condition of <br />structure to be moved and of the several thousands of <br />dollars that had recently been spent in remodelling the <br />inside and painting to be done if permission granted for <br />moving same to the new site. <br />Council also questioned if applicant is willing to accept conditions recommended, <br />should permit be granted, and if applicant would also be willing to agree to a <br />further condition concerning approval of landscaping proposed on the new site. <br />Mr. Aste advised sum of $400 had been earmarked for land- <br />scaping purposes for the new site and assured Council that <br />applicant would be willing to submit proposed landscaping <br />plans for Architectural Committee's approval. <br />Councilman Petersen moved to close the public hearing, seconded by Councilman Bury <br />and carried. Councilman Bury moved to grant requested house moving permit, subject <br />to conditions recommended, the record to indicate a'pplicant's willingness to accept <br />approval by the Architectural Committee for landscaping proposed. Councilman Peter- <br />sen questioned full intent of condition concerning landscaping before seconding the <br />
