a General Plan with a park & recreation element, to require dedication of park <br />land or fees in lieu thereof, as a condition to the approval of a. subdivision, <br />since Redwood City has not yet adopted a general plan, any park dedications on <br />the part of subdividers at this time, are necessarily voluntary. He reported on <br />the many meetings and lengthy negotiations with the property owners on Redwood <br />Shores, in order to establish a. firm policy prior to the acceptance of the first <br />subdivision map by the Planning Commission and Council. The Committee report by <br />its nature and thoroughness being lengthy, Council discussed the desirability of <br />having it read in full for the information of the public; Councilman Keckley read <br />his report in full, concluding with the following recommendations: <br />1. Leslie Properties, Inc., will dedicate without compensation <br />one-quarter (1/4) acre of land per one hundred (100) antici- <br />pated population in each residential subdivision developed by it <br />within the City of Redwood City as a condition to the approval <br />of the final subdivision map. Anticipated population densities <br />shall be based upon the housing mix proposed for the particular <br />subdivision by the final map with average family sizes derived <br />from the last U. S. decennial census and approved by City and <br />Leslie Properties. Dedication shall be without warranty by <br />separate conveyance. <br />2. Land so dedicated shall be improved and maintained for park and <br />recreational use by the City. Landscaping shall be completed <br />within one (1) year from conveyance and final development of all <br />other facilities shall be completed in accordance with the plans <br />therefor within three (3) years from conveyance. If the land is <br />not improved within such time schedule or if the land is subse- <br />quently utilized for some other purpose, it shall, at the elec- <br />tion of Leslie Properties, revert to Leslie Properties. Improve- <br />ment costs shall be borne by G.I.D. 1-64 and maintenance costs <br />shall be borne by the City. <br />3. In the event that the public interest requires the acquisition of <br />additional land from Leslie Properties for G.I.D. 1-64 park or <br />recreational use, Leslie Properties shall sell the same to the <br />City at its fair market value or, at the option of the City, at <br />the cost of such land to Leslie Properties plus the cost of <br />reclamation and drainage work attributable to such property. <br />Such conveyances shall be made subject to the condition that the <br />land be improved and utilized for park or recreational use within <br />three (3) years and limited to such use or revert to Leslie <br />Properties on demand and repayment of the purchase price. <br />4. In the event any particular subdivision includes private or common <br />park or recreation open space as part of an approved planned devel- <br />opment, such space shall be credited against and reduce the require- <br />ments for dedication. <br />5. In the event morepark land is dedicated for any subdivision than is <br />required by the terms of this policy a credit shall be given in favor <br />of future subdivisions and, conversely, in the event less land is so <br />dedicated, the balance shall be provided by succeeding subdivisions. <br />6. Upon approval of the estimated amount, which approval will not be <br />unreasonably withheld, Leslie Properties shall consent to and vote in <br />favor of an additional bond issue by G.I.D. 1-64 for the acquisition <br />and improvement of park and recreational facilities located and designed <br />for the use of such facilities by the future residents of the district. <br />7. The above policy shall be subject to the following conditions: <br />(a.) The policy is applicable only to G.I.D. 1-64 park requirements <br />for the use of the future residents of the subdivisions situate <br />in the district and shall not be utilized to satisfy the re- <br />quirements for community, city-wide or regional parks; <br />(b) This policy shall be in lieu of and shall replace all prior or <br />subsequent commitments or obligations of Leslie Properties, Inc. <br />concerning the dedication, payment, grant or gift of land, money <br />or services for park or recreational purposes except any possible <br />future requirements of public agencies other than the City or <br />GID 1-64. <br />(c) The policy shall be effective at such time as it is approved as <br />a firm and permanent policy by the City. <br />219 <br />W11 •07 <br />
