444 <br />Mr. Bob McCullough, 650 Scott, Chairman of the Board, Red- <br />wood City Council for Community Action, stated his cognizance <br />of problems discussed and assured Council this would also be <br />taken up by their group for followup as to public opinion which <br />had been expressed. <br />Mr. Charles Rivers, 1067 -17th Avenue, asked effects of this <br />"poverty" label on community prestige, property values, taxes, _ <br />etc. <br />Lanes A. Wright, 641 Warrington Ave., a representative of the <br />Board on Community Action, felt petitions for seccession of <br />districts from designated areas for aid by this program would <br />be selfish at this point because of the unknown factors now <br />involved, and those which might be denied help should areas <br />be withdrawn. <br />Mrs. George C. Sell, 300 "A" Street, requested details as to <br />authorization for survey taken for the report. <br />Councilman Rosselli advised Human Resources Commission created by the Board of <br />Supervisors in 1963 or 1964, study had been made as authorized which resulted in <br />six areas throughout the County having been designated as "poverty" areas. <br />Rudolph Kopf, 10 Wayne Court, advised as a result of <br />publicity given survey, he had made contacts within his <br />area and had a petition containing 100 signatures protesting <br />inclusion of this area in the poverty program. <br />Paul Tessendorff, 45 Claremont, called attention to the <br />financial status of persons over 65 on a fixed income. <br />Mayor Herkner asked that a Resolution also be considered by the Council reciting <br />fact notice of poverty area designations had not been given cities involved, calling <br />attention to fact one such area in Redwood City contained large portions of uninha- <br />bited salt flats besides area exclusively in industrial use; concern expressed <br />by residents of City as to adverse impact label "poverty area" would have on <br />their property values; protesting arbitrary use of seven year old Census Tracts <br />for basis of statistics for the report, and requesting Board of Supervisors to <br />take such action as may be necessary to amend the County's poverty area report to <br />exclude those areas of Redwood City where the label "poverty area" is unwarranted. <br />Resolution read in full for benefit of those present. <br />Councilman Granger moved to adopt RESOLUTION NO. 5264 RELATING TO THE MENLO PARK - <br />REDWOOD CITY POVERTY PROGRAM, as submitted and read in full, seconded by Council- <br />man Henderson. On question Mr. Riley suggested one correction, that resolution <br />not be forwarded to the County Health and Welfare Department, but direct to the <br />Human Resources Commission. <br />Councilman Bury questioned word "stigma" as being unduly strong emphasis and <br />suggested some modification. Council agreed, and City Attorney rewrote sentence <br />with the word "stigma" deleted and changed "County Health & Welfare Department" <br />to"Human Resources Commission" wherever it appeared in the Resolution. Motion <br />carried unanimously on roll call vote. <br />Councilman Granger moved that the Minutes include the whole of Mayor Herkner's <br />statement regarding Federal Poverty program in Redwood City, and copies be made <br />available to members of press and to all interested, seconded by Councilman <br />Rosselli and carried unanimously on roll call vote.
