Councilman Henderson also questioned service to be made to <br />schools outside of City limits but within the School District, and was advised <br />service would be provided within jurisdiction where franchised to operate, as it <br />would not be possible to enter another franchise jurisdiction. <br />Mr. Kelly explained two schools in County could be <br />serviced by them as an extension from their County <br />franchise. <br />Fire Chief Lodi questioned placing of cable on utility <br />poles where City also maintained fire alarm system. <br />Mr. Kelly assured Council this point was decided by <br />Fire Undersriters and had to be 2' away from fire <br />alarm system so it would not interfere with this cable. <br />Verne Laughton, representing Peninsula Cable TV, <br />reviewed their application points again which had not <br />been changed since first discussed. He pointed out <br />they had offered a 20 channel system from inception <br />of their service and 32 channels in the future when <br />available. He stated they did claim a 20 channel <br />system can be had now because now building the same <br />in Belmont. He also reviewed operations of their <br />company in other areas where they had been granted <br />franchises. <br />Mayor Herkner questioned whether there would be a charge for the converter and <br />was advised costs considerably more for a 20 channel system. Mr. Laughton <br />advised in letter of February 2nd it had been stated there would be a charge <br />of $1.00 extra per month for the converter which could also be used for the <br />32 channel capacity system. He advised seven actual operating systems had <br />been installed and 8 more being constructed by their company. <br />Mr. Laughton answering questions concerning under - <br />grounding, stated no charges to subscriber since they <br />will take it up to the back of the tv set; that their <br />proposal stated as utilities go underground so will they, <br />and in such areas as now have existing underground <br />utilities, they will conform. <br />Councilman Bury questioned whether this proposal would cover City's present <br />underground district and if they would meet future requirements for under - <br />grounding when developed. <br />Mr. Laughton reassured Council of their intention to <br />cooperate on undergrounding. <br />Councilman Bury also questioned role of their equipment in event of a public <br />disaster and protecting equipment against temporary failure of system. <br />Mr. Laughton referred to their application outlining <br />their alert channel, and its importance to the City <br />in event of some disaster. -- <br />Mr. Vic Sharar further detailed use of equipment for <br />emergency service, and of the maintenance program <br />carried on at all times with sufficient staff either <br />on duty or stand-by to answer any maintenance calls. <br />Councilman Petersen questioned number of stations proposed and if their costs <br />had been predicated on going underground. Councilman Henderson questioned <br />anticipated revenue to the City from such a franchise, and other fees which <br />would accrue to the City. <br />Mr. Laughton advised this would depend upon how many <br />subscribers were obtained for the service but would <br />anticipate from population 2,000 to 3,000, 2% of gross <br />to City as revenue. <br />
