487 <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5285 REQUESTING AMENDMENT <br />OF THE HIGHWAY BEAUTIFICATION ACT OF 1965, seconded by Councilman Keckley and <br />carried unanimously on roll call vote. <br />Report of Sign Committee. Councilman Keckley, Chairman of the Sign Committee, ad- <br />vised after numerous meetings of the Committee a definite recommendation con- <br />cerning political signs still not available as it was felt each Council member <br />has a different opinion on this issue. He stated Committee had suggested three <br />possible actions: <br />1 amend Ordinance to prohibit all political signs <br />2 retain the present ordinance as is <br />3 amend ordinance to <br />(a) permit 80 sq. ft. of sign area per parcel <br />(aggregate area of all signs) <br />(b) limit individual signs to 16 sq. ft. per person or <br />event per parcel <br />(c) limit each candidate or event to 64 sq. ft. aggregate <br />area for all signs. <br />Councilman Keckley asked that City Attorney report on legality of prohibition of <br />all political signs in the City. City Attorney advised in his opinion total <br />prohibition of political signs would be deemed unconstitutional. He felt <br />reasonable restrictions covering limits and construction standards with other <br />regulatory provisions could be upheld but not absolute prohibition of political <br />signs, even though several cities have added this amendment to their sign ordinances. <br />Councilman Bury questioned control for signs inside private premises. Councilma <br />Petersen explainted further the Committee's reason for detailing sizes of <br />political signs if total prohibition not deemed possible, to make for better <br />_ appearance in City. <br />Copy of proposed amendments to Sign Ordinance presented to all Council members <br />with suggestion that Council review same and item be placed on Council Agenda <br />in two weeks. Councilman Granger asked if Staff could make a survey of City <br />Sign <br />to ascertain how many signs do not comply at present with the City#A/Ordinance. <br />Councilman Bury suggested that copies of ordinances from neighboring cities <br />prohibiting political signs would be helpful. Councilman Rosselli moved that <br />proposed amendments to Sign Ordinance be placed on Council's Agenda in two weeks <br />for consideration, seconded by Councilman Keckley and carried. (MINUTE ORDER <br />#67-30) <br />Report of Human Resources Commission representative. Councilman Rosselli reported <br />that Council's resolution as well as the Mayor's letter concerning "poverty <br />program" area in Redwood City had been read at the Commission's meeting last <br />Thursday night, and had been referred to the Executive Committee for report <br />back. He reported from indications it would appear, after study made, that Red- <br />wood City's target area of "poverty" would be reduced. <br />Councilman Petersen moved to accept report of the Planning Commission recommending <br />that City proceed with the annexation of the Cordilleras -Upland -Upton Annexation. <br />Motion seconded by Councilman Keckley and carried. (MINUTE ORDER #67-31) <br />Councilman Bury moved to adopt RESOLUTION NO. 5286 OF THE CITY COUNCIL OF THE <br />CITY OF REDWOOD CITY CONSENTING TO THE COMMENCEMENT OF PROCEEDINGS FOR THE <br />ANNEXATION OF CERTAIN INHABITED TERRITORY DESIGNATED AS "CORDILLERAS ROAD, <br />UPLAND ROAD, UPTON STREET ANNEXATION" seconded by Councilman Petersen and <br />carried on roll call vote. <br />
