Mayor Herkner called for a 10 -minute recess at 10:50 p.m. <br />Discussion of County -wide Human Relations Commission. <br />Mayor Herkner advised that a request had been received from Chairman of "ad hoc" <br />Committee, James Fitzgerald,appointed by the County Board of Supervisors, and <br />which was read to study and make recommendation of need for formation of a <br />County -wide Human Relations Commission. It was reported testimony was being re- <br />ceived by the Committee at public meetings in order views of various cities, <br />public agencies, general public minority groups, etc., could be ascertained <br />before Committee's compilation of this information and their recommendation pre- <br />sented to Board of Supervisors. Mayor Herkner stated dealine date for City's <br />response had been extended from January 15th to January 31st. He advised a sum- <br />mary of the report made by a hired consultant to study this proposed Commission <br />had been submitted to Council for review. <br />Councilman Rosselli, Council's representative on the Human Resources Commission, <br />advised Consultant referred to, Mr. Hine, was the past Executive Director of the <br />Human Resources Commission, who had been hired as consultant since his resigning <br />from the Commission. Both Mayor Herkner andCouncil Rosselli indicated while they <br />were not in entire agreement with Consultant's report, they were in agreement <br />with need of such a County -wide Commission being formed and urged Council take <br />a position of recommending such a Commission. <br />Mayor Herkner reported on the proposal being suggested by the City of Palo Alto <br />for the formation of a similar Human Relations Commission to include area from <br />Redwood City to Sunnyvale. <br />Councilman Keckley moved that the Council go on record approving a County -wide <br />Human Relations Commission, seconded by Councilman Bury. Councilman Petersen <br />stated that after study of the report submitted, he does not approve of 50/ <br />of the goals proposed for this Commission and finds them unreasonable as outlined. <br />It was pointed out Council's action at this point would only indicate approval <br />of the investigation of need for formation of such a Commission. Motion restated <br />that Redwood City Council approve formation of a County Human Relations Commission. <br />Councilman Keckley again restated his motion in that Redwood City Council go on <br />record as being in favor and endorsing the concept of a County Human Relations <br />Commission, seconded by Councilman Bury, and carried on roll call vote, Councilmen <br />Bury4;,!Wenderson, keckley, Rosselli, and Mayor Herkner voting yes, Councilmen Granger <br />and Petersen voting no. (MINUTE ORDER #68-28) <br />Charter Amendments. <br />Councilman Bury asked that Council indicate to Staff that proposed Charter Amend- <br />ments and changes which had been authorized be prepared in final form and returned <br />to Council at the next regular meeting February 5th. He also suggested that re- <br />commendations should be made for formation of committees to organize the supporting <br />statements for the ballot issues as now approved, and a Citizens Committee be <br />.M 22 "6B <br />
