Planning Director felt next item answered concerns which were indicated <br />by Council, but added air pollution might also be mentioned as best example of a <br />regional issue wherein all of Bay area cities should have a part. <br />3. Any regional plan should address itself to regional issues <br />and not to issues of purely local importance, except by -- <br />reference. <br />4. If the plan limits itself to eegional issues, its effect on <br />the form of the region would be to promote, foster, or allow <br />the development of the region along lines intermediate be- <br />tween the Preliminary Regional Plan and the City Centered <br />Concept. <br />Planning Commission felt this conclusion clearly indicated that issues of a <br />local nature should be left to local jurisdiction with each community doing <br />their own planning within their own boundaries, and strictly regional planning <br />should be covered by the regional planning. Planning Director explained the <br />Preliminary Plan covered four planning concepts, which after a review of each, <br />Commission felt would automatically result in each City dealing with local <br />planning, and it was felt conclusion reached on this issue clearly stated <br />City's position. <br />5. If the Bayfront Freeway is shown on the regional plan, it <br />should be shifted easterly of the route presently shown in <br />the plan report. <br />Planning Director advised Planning Commission had gone along with recommenda- <br />tion adopted by the San Mateo County Board of Supervisors concering the Bayfront <br />Freeway. He also advised County Regional Planning Committee had voted in 1966 <br />not to include a Bayfront Freeway on any of its maps. He advised Commission <br />had taken into consideration also that a Bayfront Freeway may well come into <br />being whether wanted or not as another reason for their making recommendation <br />stated. <br />Council members indicated varying concerns relating to a proposed Bayfront <br />Freeway; reasons for proposing, if to be built, that it should be moved Easterly, <br />and possible alternatives that should be considered. City Manager advised that <br />Redwood Shores project from the very onset had indicated a Bayfront Freeway to <br />run along the PGE power lines, being placed in this alignment because property <br />could not be used for anything else, also aligning with Foster City routing. He <br />stated any other alignment to the East, such as indicated, would invite a new <br />fill to the bulkhead. <br />Councilman Bury advised of the discussions held on this subject when he was on <br />the Port Commission and concerns expressed for encroachment proposed with fills <br />and stated the proposed Freeway should be developed on the periphery of the <br />existing development. <br />Planning Director also advised that original plan had proposed several inter- <br />changes for this Freeway in Redwood Shores, but that later drawings had eliminated <br />them.
