Councilman Keckley moved that a Committee for preparation of ballot arguments favoring the proposed Charter amendments be appointed from the present Council Charter Committee, comprising of Councilmen Bury, Chairman, Councilmen Keckley and Rosselli, and it was further suggested that the Citizen Members of the Charter Committee, Budd 0. Stevenson and George Swensen, be appointed to assist, seconded by Councilman Petersen. Council questioned wording in the Ordinance of various specific points, parti- cularly concerning intent of Council as to procedure on presenting requests for advance or reimbursement of expenses. The guidelines as approved required accounting for expenditures within 30 days after the meeting for which the funds were expended, and that copies of all such vouchers were to accompany, and be — approved or disapproved, as part of the bi-monthly accounts payable. Acting City Attorney advised Ordinance in this specific detail not appropriate but would judge this to be more of an implied administrative procedure directed to 12 ,68
