Mayor <br />Herkner advised motion lost by lack of an affirmative vote. <br />After lengthy discussion, Councilman Granger moved to delete proposed ballot <br />measure relating to limitation of Council terms, seconded by Councilman Petersen. <br />Motion lost on roll call vote, Councilmen Bury, Henderson, Keckley, and Mayor <br />Herkner voting no, Councilmen Granger and Petersen voting yes, Councilman <br />Rosselli being noted absent. <br />Councilman Bury moved to amend main Resolution adopting the ballot measures <br />relating to Mayor's contingency fund to delete word "may" and substitute <br />language that will specifically increase the contingency fund to $500, seconded <br />by Councilman Keckley. Motion carried on roll call vote, Councilmen Bury, <br />Henderson, Keckley, Petersen, and Mayor Herkner voting yes, Councilmen Granger <br />voting no, Councilman Rosselli being noted absent. (MINUTE ORDER #68-45) <br />Motion to adopt Resolution approving proposed Charter amendments, as now amended, <br />carried on roll call vote, Councilmen Bury, Keckley, Petersen and Mayor Herkner <br />voting yes, Councilmen Granger and Henderson voting no, Councilman Rosselli being <br />noted absent. <br />Appointment of Committee (or member) of Council for preparation of ballot arguments. <br />Councilman Keckley moved that a Committee for preparation of ballot arguments <br />favoring the proposed Charter amendments be appointed from the present Council <br />Charter Committee, comprising of Councilmen Bury, Chairman, Councilmen Keckley <br />and Rosselli, and it was further suggested that the Citizen Members of the <br />Charter Committee, Budd 0. Stevenson and George Swensen, be appointed to assist, <br />seconded by Councilman Petersen. Motion carried on roll call vote, Councilmen <br />Bury, Henderson, Keckley, Petersen, and Mayor Herkner voting yes, Councilman <br />Granger voting no, Councilman Rosselli being noted absent. (MINUTE ORDER #68-46) <br />Mayor Herkner called a 10 minute recess at 9:30 p.m. <br />Councilman Granger moved to introduce Ordinance amending Article I of the Code of <br />the City of Redwood City by adding thereto Sections 2.27 through 2.27.5 relating <br />to Council member expense claims, seconded by Councilman Keckley. <br />Council questioned wording in the Ordinance of various specific points, parti- <br />cularly concerning intent of Council as to procedure on presenting requests for <br />advance or reimbursement of expenses. The guidelines as approved required <br />accounting for expenditures within 30 days after the meeting for which the funds <br />were expended, and that copies of all such vouchers were to accompany, and be — <br />approved or disapproved, as part of the bi-monthly accounts payable. <br />Acting City Attorney advised Ordinance in this specific detail not appropriate <br />but would judge this to be more of an implied administrative procedure directed <br />to 12 ,68 <br />
