City Manager reviewed time schedule involved and although not possible to com- <br />plete, access improvements to the project would be under construction and he <br />felt situation could be controlled. Motion carried on roll call vote. <br />Farm Hill Slide Area. Plans and specifications for stabilization. <br />City Manager reviewed his report and recommendation which had been submitted <br />to Council advising Department of Public Works has prepared plans and specifi- <br />cations for work which would permanently stabilize the slide area, based on <br />the engineering data in the Shannon & Wilson report, and request being made <br />for Council to authorize call for bids. <br />He further advised Shannon & Wilson had advised this construction wore <br />installed at the earliest possible date to provide maximum stabilizing effect, <br />during the remainder of the rainy seasoh. He advised further that the bid <br />specifications provided for a 45 -day holding period in order to enable City to <br />review the bids, get a firm cost figure for improvement work, and appropriate <br />the necessary funds prior to holding period expiration. He also advised ex- <br />tending holding period allow more leeway to obtain the necessary releases <br />and easements from the property owners involved, in accordance with the pro- <br />visions of the Resolution regulating City's participation as set by Council, <br />and intent of Staff that they be fully complied with prior to award of bid. <br />He advised it might be necessary to appropriate $30,000 of additional funds <br />to cover cost of this corrective work, which would be in addition to the <br />$25,000 previously appropriated. <br />Councilman Rosselli disapproved length of time that corrective measures for <br />slide area had taken and felt City had been lax, also indicating that com- <br />munication between Council and Staff had been lost because of study meeting <br />periods no longer being conducted. He also felt elevations of proposed <br />corrective work should have been furnished to Council and those interested <br />and questioned fact that a swimming pool is alleged to be in dangerous con- <br />dition. Mayor Herkner stated study meetings could be held any time upon <br />vote of the Council. <br />City Manager reported only two release had been received by City by owners of <br />two lots at the top of the slide, and until all releases had been received in <br />escrow, nothing would be done by the City, as City had no right to enter private <br />property for the corrective work being proposed, and felt implications that City <br />had delayed corrective work in this matter unjustified in view of Council <br />having imposed the conditions which Staff intended would be met, unless otherwise <br />directed. <br />Councilman Keckley moved to adopt RESOLUTION NO. 5620 APPROVING PLANS AND SPECI- <br />FICATIONS FOR THE CONSTRUCTION OF THE FARM HILL BOULEVARD -NOB HILL ROAD AREA <br />SUBDRAINAGE PROJECT IN THE CITY OF REDWOOD CITY; AUTHORIZING CITY CLERK TO CALL <br />FOR BIDS THEREFOR; AND ESTABLISHING CERTAIN CONDITIONS OF AWARD OF BID THEREOF, <br />seconded by Councilman Bury. <br />ne 2& -% <br />0 <br />
