Section 4.0—Environmental Setting and Discussion of Impacts <br />4.16.3.3 Existing Plans Project Conditions Intersection LDS (Checklist Questions I and 2) <br />The results of the LOS analysis with the addition of project trips are summarized in Table 4.16-5 <br />below. The results show that all study intersections would continue operating at LOS C or better <br />under existing plus project conditions. <br />Table 4.16-5: Existing Plus Project Intersection LOS <br />The traffic generated by the 220 student enrollment increase that could result from the proposed <br />project plus fulfillment of the unmet existing capacity at Sandpiper Elementary School (i.e., 62 <br />students) would not result in significant intersection impacts. The project would contribute to traffic <br />congestion during the 10- to 15 -minute peak periods of drop-off/pick-up. Outside of the peak 10- to <br />15 -minute periods before and after school, the intersections carry light traffic volumes. Therefore, <br />the project would not result in a significant intersection impact. (Less Than Significant Impact) <br />4.16.3.4 Parking <br />The on-site parking lot contains a total of 95 parking spaces, 46 spaces on the District property and <br />49 spaces on the City property. An existing joint use agreement between the City and District allows <br />District use of the 49 parking spaces on the City property for school operations. Under the proposed <br />project, Sandpiper Elementary School would include a total of 36 classrooms and two administrative <br />offices. The Redwood City Zoning Ordinance (Section 30.4.D.4), states that all elementary schools <br />shall provide one parking space for each classroom and administrative office, plus one space for <br />every 100 sf of school auditorium space.
