compliance with State law and CEQA Guidelines, there was <br />adequate public review of the Initial Study/Mitigated Negative <br />Declaration, the Planning Commission has considered all <br />comments on the Initial Study/Mitigated Negative Declaration, the <br />Initial Study/Mitigated Negative Declaration adequately discusses <br />all significant environmental issues, and the Initial Study/Mitigated <br />Negative Declaration reflects the independent judgment and <br />analysis of the Planning Commission. <br />iii. Pursuant to Section 15074 of the CEQA Guidelines, the Planning <br />Commission finds that there is no substantial evidence that the <br />Project, as mitigated, will have a significant effect on the <br />environment and that changes or alterations have been required <br />in, or incorporated into, the Project which avoid or substantially <br />lessen the significant environmental effects as identified in the <br />IS/MND. The Planning Commission hereby recommends that the <br />City Council adopt the Initial Study/Mitigated Negative Declaration <br />and Mitigation Monitoring and Reporting Plan. <br />iv. Pursuant to Section 15074 of the CEQA Guidelines, the City's <br />action with respect to the Project is based upon and subject to the <br />findings, conclusions and mitigation measures. <br />b. Pursuant to Section 15074 of the CEQA Guidelines, the documents <br />and other materials that constitute the record of proceedings upon <br />which the Planning Commission based its decision are located in and <br />may be obtained from the Office of the City Clerk at City Hall, 1017 <br />Middlefield Road, Redwood City, California. The City Clerk is the <br />custodian of records for all matters before the City. <br />Section 3.
