compliance with State law and CEQA Guidelines, there was adequate public review of the Initial Study/Mitigated Negative Declaration, the Planning Commission has considered all comments on the Initial Study/Mitigated Negative Declaration, the Initial Study/Mitigated Negative Declaration adequately discusses all significant environmental issues, and the Initial Study/Mitigated Negative Declaration reflects the independent judgment and analysis of the Planning Commission. iii. Pursuant to Section 15074 of the CEQA Guidelines, the Planning Commission finds that there is no substantial evidence that the Project, as mitigated, will have a significant effect on the environment and that changes or alterations have been required in, or incorporated into, the Project which avoid or substantially lessen the significant environmental effects as identified in the IS/MND. The Planning Commission hereby recommends that the City Council adopt the Initial Study/Mitigated Negative Declaration and Mitigation Monitoring and Reporting Plan. iv. Pursuant to Section 15074 of the CEQA Guidelines, the City's action with respect to the Project is based upon and subject to the findings, conclusions and mitigation measures. b. Pursuant to Section 15074 of the CEQA Guidelines, the documents and other materials that constitute the record of proceedings upon which the Planning Commission based its decision are located in and may be obtained from the Office of the City Clerk at City Hall, 1017 Middlefield Road, Redwood City, California. The City Clerk is the custodian of records for all matters before the City. Section 3. This Resolution is effective upon its adoption.
