Section 4.0 — Environmental Setting and Discussion of Impacts <br />permitted facilities within one-fourth of a mile of the proposed school site that might reasonably be <br />anticipated to emit hazardous emissions. The air quality management district receiving written <br />notification shall provide the requested information and provide a written response to the lead agency <br />within 30 days of receiving the notification. The negative declaration shall be conclusively presumed <br />to comply if no response is received within 30 days. The City notified BAAQMD in writing in <br />March 2016. No response has been received. <br />4.3.1.2 Air Quality Standards <br />Criteria Air Pollutants <br />In recognition of the adverse effects of degraded air quality, Congress and the California Legislature <br />enacted the Federal and California Clean Air Acts, respectively. As a result of these laws, the <br />USEPA and CARB have established ambient air quality standards at both the state and federal level <br />for what are commonly referred to as "criteria pollutants." Federal and state standards for these <br />pollutants are based on human health -based and/or environmentally -based criteria. Criteria air <br />pollutant concentrations below the established standards are not considered to present a threat to <br />human health or the environment. Criteria air pollutants include ozone, carbon monoxide, sulfur <br />dioxide, PM10, PM2.5, nitrogen oxide, and lead. <br />BAAQMD has air monitoring stations at 24 locations throughout the Bay Area, with the monitoring <br />station located in Redwood City being closest to the project site. Each year, BAAQMD publishes a <br />summary of the air pollution data collected from the monitoring stations. During the past three years <br />of available data (2013 to 2015), ozone concentrations in the Bay Area exceeded both federal and <br />state standards up to 12 days per year. PMio concentrations in the Bay Area exceeded state standards <br />up to six measurement days per year, and PM2.5 concentrations exceeded federal standards up to 13 <br />measurement days per year for the three years of available data (2013 to 2015).9 Nitrogen dioxide <br />levels exceeded the state standard one time in the last three years. Ambient air quality standards for <br />other criteria air pollutants were not exceeded in the Bay Area over the last three years. 10 Criteria <br />pollutants that exceeded standards in the past three years are described below. <br />Nitrosen Oxide <br />Nitrogen Oxides (NO,) are gases formed from atmospheric nitrogen and oxygen, when combustion <br />takes place under conditions of high temperature and high pressure. NO. is a precursor to the criteria <br />air pollutant ozone. <br />Ozone <br />High ozone levels are caused by the cumulative emissions of reactive organic gases (ROG) and <br />nitrogen oxides (NO,). These precursor pollutants react under certain meteorological conditions to <br />form high ozone levels. Controlling the emissions of these precursor pollutants is the focus of the <br />s PMIG and PM2.5 are measured every sixth day; therefore, PMic levels are estimated to exceed the standard up to 36 <br />days per year and PM�,_s levels are estimated to exceed the standard up to 78 days per year. <br />"Bay Area Air Quality Management District, Bay Area Air Pollution Sunanimy — 2015. 2015. <br />City of Redwood City 20 Initial Study/Mitigated Negative Declaration <br />Sandpiper Elementary School Facilities Expansion November 2016 <br />
