Section 4.0 — Environmental Setting and Discussion of Impacts <br />Objectionable Odors <br />The project would generate localized emissions of diesel exhaust during equipment operation and <br />truck activity. These emissions may be noticeable from time to time by adjacent receptors. As <br />discussed above, emissions of diesel exhaust would be temporary and localized, however, and are not <br />likely to adversely affect people off-site such that they would result in confirmed odor complaints. <br />(Less Than Significant Impact) <br />Fugitive Dust <br />The proposed project includes construction of a two-story modular classroom building, a <br />Kindergarten modular classroom, a public restroom, and other various additions and improvements <br />to the project site. Construction activities and grading operations would result in wind blowing over <br />exposed earth and would generate exhaust emissions and fugitive particulate matter emissions that <br />affect local and regional air quality. <br />Impact AI11-1 The construction activities proposed by the project could result in short-term <br />air quality impacts associated with dust generation. (Significant Impact) <br />Mitigation Measure: The following measure is included in the project to minimize dust during <br />construction activities. <br />MM AIR -1 The BAAQMD CEQA Air Quality Guidelines includes the following list of <br />basic construction mitigation measures that, upon implementation, would <br />reduce project construction air quality impacts to a Iess than significant level: <br />• All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded <br />areas, and unpaved access roads) shall be watered two times per day. <br />• All haul trucks transporting soil, sand, or other loose material off-site <br />shall be covered. <br />• All visible mud or dirt track -out onto adjacent public roads shall be <br />removed using wet power vacuum street sweepers at least once per day. <br />The use of dry power sweeping is prohibited. <br />• Building pads shall be laid as soon as possible after grading unless <br />seeding or soil binders are used. <br />• Idling times shall be minimized either by shutting equipment off when <br />not in use or reducing the maximum idling time to 5 minutes (as required <br />by the California airborne toxics control measure Title 13, Section 2485 <br />of California Code of Regulations [CCR]). Clear signage shall be <br />provided for construction workers at all access points. <br />• All construction equipment shall be maintained and properly tuned in <br />accordance with manufacturer's specifications. All equipment shall be <br />checked by a certified visible emissions evaluator. <br />• Post a publicly visible sign with the telephone number and person to <br />contact at the lead agency regarding dust complaints. This person shall <br />respond and take corrective action within 48 hours.
