Section 4.0—Environmental Setting and Discussion ofhnpacts <br />Planning Organizations (MPOs) must create a Sustainable Communities Strategy (SCS) to provide <br />an integrated land use/transportation plan for meeting regional targets, consistent with the Regional <br />Transportation Plan (RTP). <br />In July 2013, the Metropolitan Transportation Commission (MTC) and Association of Bay Area <br />Governments (ABAG) adopted Plan Bay Area, which includes an SCS and the 2040 RTP for the <br />region. The strategies in the plan are intended to promote compact, mixed-use development close to <br />public transit, jobs, schools, shopping, parks, recreation, and other amenities, particularly within <br />Priority Development Areas (PDAs) identified by local jurisdictions. The project site is not located <br />in a PDA. � s <br />Bay Area 2010 Clean Air Plan <br />The Bay Area 2010 Clean Air Plan (CAP) addresses air emissions in the San Francisco Bay Area Air <br />Basin. One of the key objectives in the CAP is climate protection. The 2010 CAP includes emission <br />control measures and performance objectives that are consistent with the state's climate protection <br />goals under AB 32 and SB 375 and designed to reduce GHG emissions to 1990 levels by 2020 and <br />40 percent below 1990 levels by 2035. <br />BAAQMD CEQA Air Qualify Guidelines <br />The Bay Area Air Quality Management District (BAAQMD) CEQA Air Quality Guidelines (May <br />2011) include thresholds for analyzing air quality impacts, including thresholds for greenhouse gas <br />emissions. The BAAQMD CEQA Air Quality Guidelines also outline a methodology for estimating <br />greenhouse gases. <br />4.7.1.2 Greenhouse Gas Emissions <br />Under existing conditions, GHG emissions associated with the project site result from the <br />combustion of fossil fuels (oil, natural gas, and coal) for energy production. The energy is used in <br />various ways, directly and indirectly, ranging from the electricity used to run the heating, ventilation, <br />and air conditioning systems to the fuel used to transport students, staff, and patrons to and from the <br />site. <br />16 Association of Bay Area Governments; Metropolitan Transportation Commission.
