D — Environmental Setting and Discarssion of Impacts <br />The BAAQMD screening level for K-8 school related operational greenhouse gas emissions is <br />46,000 s£ K-8 school projects below the screening level are not expected to have a GHG emissions <br />impact, and preparation of a GHG analysis is not necessary. The proposed project includes the <br />addition of approximately 17,200 sf of building space, which is below the BAAQMD screening <br />levels. Therefore, the project would result in a less than significant greenhouse gas emissions <br />impact. <br />Construction Emissions <br />The proposed project would result in minor increases in GHG emissions associated with construction <br />activities including operation of construction equipment and emissions from construction workers' <br />personal vehicles traveling to and from the construction. site. <br />Construction -related GHG emissions vary depending on the level of activity, length of the <br />construction period, specific construction operations, types of equipment, and number of personnel. <br />Neither the City, District, nor BAAQMD has established a quantitative threshold or standard for <br />determining whether a project's construction -related GHG emissions are significant. Because project <br />construction would be a temporary condition (project construction is anticipated to take <br />approximately five months to complete) and would not result in a permanent increase in emissions <br />that would interfere with the implementation of AB 32, the temporary increase in emissions from <br />construction activities would be less than significant. (Less Than Significant Impact) <br />4.7.3.3 Conform with Applicable Plans, Policies, and Regulations (Checklist Question 2) <br />The construction of the two-story classroom building proposed by the project on the City -owned <br />property is not consistent with the existing land use designation. (i.e., Parks). Therefore, the <br />applicant has requested a General Plan amendment to designate the site Public Facilities, which <br />allows for school uses. With the General Plan Amendment, the proposed project would be consistent <br />with the City's General Plan. The project would be subject to new requirements under rule making <br />developed at the state and local level regarding greenhouse gas emissions and would be subject to <br />local policies that may reduce GHG emissions. These include BAAQMD designated screening <br />levels for project operational emissions, which, as discussed above, the proposed project would be <br />below. For these reasons, the proposed project would not conflict with an applicable plan, policy, or <br />regulation adopted for the purposes of reducing greenhouse gas emissions. (No Impact) <br />4.7.4 Conclusion <br />The proposed project would not result in a significant GHG emissions impact.
