The proposed project also includes various other improvements to the project site, both on the City -owned <br />and District -owned parcels. Improvements to the City -owned parcel include an outdoor seating and <br />gathering area and a new public restroom that would be approximately 500 square feet (sf) in size. <br />Additionally, the outdoor play area adjacent the existing community center building would be reconfigured <br />and relocated to accommodate the proposed two-story classroom building, and the community center <br />parking lot would be expanded by six parking spaces. <br />Improvements to the elementary school include modernizing the existing music/science building, <br />converting an existing classroom into a workroom and offices, re -striping the northern asphalt play area to <br />include two basketball courts, and expanding the school parking lot by two spaces. The proposed project <br />would also relocate the existing trash enclosure away from the adjacent residences and onto the school <br />parking lot, resulting in the loss of three parking spaces. <br />The proposed two-story classroom building, Kindergarten classroom building, and other additions and <br />improvements to the project site are shown on the project site plan, which is included as Figure 4 at the end <br />of this MND. <br />III. FINDINGS <br />An Initial Study has been prepared by the City. On the basis of the Initial Study, the City has determined <br />that the proposed project will not result in a significant effect on the environment, because the mitigation <br />measures described in the Initial Study to reduce identified impacts to a less than significant level are <br />included in the project. The mitigation measures included in the proposed project are listed below. <br />A. Air Quality <br />The following measure is included in the project to minimize dust during construction activities: <br />MM AIR -1 The BAAQMD CEQA Air Quality Guidelines includes the following list of basic <br />construction mitigation measures that, upon implementation, would reduce project <br />construction air quality impacts to a less than significant level: <br />• All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded areas, <br />and unpaved access roads) shall be watered two times per day. <br />• All haul trucks transporting soil, sand, or other loose material off-site shall be <br />covered. <br />• All visible mud or dirt track -out onto adjacent public roads shall be removed <br />using wet power vacuum street sweepers at least once per day. The use of dry <br />power sweeping is prohibited. <br />• Building pads shall be laid as soon as possible after grading unless seeding or <br />soil binders are used. <br />• Idling times shall be minimized either by shutting equipment off when not in <br />use or reducing the maximum idling time to 5 minutes (as required by the <br />California airborne toxics control measure Title 13, Section 2485 of California <br />Code of Regulations [CCR]).
