Section 4.0— Environmental Setting and Discrrssion of Imvacts <br />Redwood City Noise Ordinance <br />The Noise Ordinance (Chapter 24 of the Redwood City Municipal Code) sets allowable noise limits <br />for different types of receiving land uses. The noise levels allowed by the Noise Ordinance depend <br />primarily on the background noise level in the area. Section 24.21 prohibits noise increases of six <br />decibels above local ambient measured noise at any point within a residential district due to an <br />assembly of three or more people during the hours of 8:00 PM and 8:00 AM. Section 24.32 <br />establishes that noise generated by construction is prohibited between the hours of 8:00 PM and 7:00 <br />AM weekdays, or at any time on Saturdays, Sundays, and holidays. in addition, Section 24.31 <br />prohibits noise levels from. exceeding 110 dBA for any item of machinery, equipment, or device used <br />during construction in a residential district. <br />4.12.1.4 Ambient Noise Environment <br />The project site is located in a residential neighborhood. The existing noise environment in the <br />project area results primarily from vehicular traffic on Redwood Shores Parkway. The General Plan <br />Noise Contour Map shows noise levels ranging from a high of 65 to 70 dBA Ldn along Redwood <br />Shores Parkway down to a low of less than 55 dBA Ldn at a distance of approximately 300 feet from <br />the edge of Redwood Shores Parkway. The project site also generates noise, which is mostly limited <br />to the daytime hours and mostly results from activities at Sandpiper Park and, when school is in <br />session, Sandpiper Elementary School. Examples of noise -generating activities at Sandpiper Park <br />include sports league games and practices on the athletic field (e.g., baseball, softball, soccer and <br />lacrosse), non-league use of the athletic field, and use of the children's play area and paved <br />basketball court. Examples of noise -generating activities at Sandpiper Elementary School include <br />children playing on the athletic field and paved outdoor areas during recess, lunch, and physical <br />education classes, children playing at the after school program, the school bell, and teachers' <br />whistles. <br />4.12.1.5 Noise Sensitive Uses <br />Noise sensitive uses on the project site and in the project area include Sandpiper Elementary School <br />and the residences in the neighborhood surrounding the site. <br />City of Redwood City 73 Initial Study/Mitigated Negative Declaration <br />Sandpiper Elementary School Facilities Expansion November 2016 <br />
