Section 4.0 — Environmental Setting and Discussion of lnrnacts
outdoor school activities with the higher student population would, therefore, increase by 1.6 dB. As
discussed in Section 4.16, Transportation, the additional students and staff resulting from the project
would not cause traffic volumes on local roadways to double. The project would have no effect on
other ambient noise levels, including noise from activities at Sandpiper Park, activities in the
neighborhood, or noise from aircraft overflights. The project would not cause all noise sources to
double and would result in a less than three dB increase in noise levels. The project would not
substantially (five dB) increase noise levels resulting in a significant noise impact. (Less Than
Significant Impact)
412.3.4 Noise and Vibration Impacts to the Proposed Project (Checklist Questions 1, 2, 5,
and 6)
As shown on the General Plan Noise Contour Map, ambient noise levels on the project site in the
area of the proposed improvements are approximately 55 dBA Ldn and within the General Plan
Noise Compatibility Guidelines for public facilities and schools. Sandpiper Elementary School is
located approximately 1.5 miles northeast of the San Carlos Airport. The school is not within the
airport's 55 dBA noise contour.30 There are no other private or public airports in the project area.
The project site is not located near train tracks or other sources of groundbome vibration. For these
reasons, the proposed project would not expose students, faculty and staff on the project site to
excessive noise and vibration levels. (Less Than Significant Impact)
412.4 Conclusion
The proposed project, implemented in accordance with existing General Plan policies and programs,
would not result in a significant noise impact.
