WHEREAS, the Commission has determined that the proposed General Plan Map Amendment would further the purposes of and appropriately implement the City of Redwood City General Plan, and applicable provisions of the Redwood City Municipal Code and Zoning Ordinance. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: Section 1. The Planning Commission finds that the above recitals are accurate and constitute findings in this matter and, together with the staff report and the application materials, including without limitation the Initial Study/Mitigated Negative Declaration (MND), development plan, and all other documents, reports, studies, memoranda, maps, oral and written testimony, and materials in the City's file for the applications and the Project, and all adopted City planning documents relating to the Project and the property including the City's General Plan, Municipal Code, Zoning Ordinance, and other applicable City laws and regulations, and all associated approved and certified environmental documents, have together served as an adequate and appropriate evidentiary basis for the findings and actions set forth in this Resolution. Section 2. The Commission finds that the General Plan Amendment to designate a portion of Sandpiper Park Public Facilities (PF) for the pump station and shared use of a new Sandpiper School classroom building, is consistent with the following General Plan policies: • Goal BE -1: achieve complete and integrated neighborhoods, corridors and centers. The General Plan amendment to Public Facilities would provide an opportunity to serve middle school children within the Redwood Shores neighborhood. Policy BE -1.4: require that buildings and properties be designed to ensure compatibility within and provide interfaces between neighborhoods, corridors, and centers. The School District has presented a well-designed two-story building that is compatible with the architectural character of the existing Sandpiper Community Center and is compatible with the scale of the nearby residential neighborhood. The District has committed to replace removed trees to provide additional landscape screening. Policy BE -2.1: Create complete neighborhoods by integrating schools, parks, child care centers, community centers, infrastructure, green spaces, and other public amenities into each neighborhood. The General Plan amendment to Public Facilities provides expanded school opportunities for neighborhood children. In addition to new landscaping, the District has also committed to construct a new restroom building for the benefit of the City Park. • Policy BE -2.8: Make efforts to maintain and increase walking access to a variety of neighborhood destinations by encouraging uses that provide access to services, goods and community facilities within and near neighborhoods. The General Plan amendment to Public Facilities provides an opportunity for middle school aged children to walk or bike to a neighborhood school.
