WHEREAS, the Commission has determined that the proposed General Plan <br />Map Amendment would further the purposes of and appropriately implement the City of <br />Redwood City General Plan, and applicable provisions of the Redwood City Municipal <br />Code and Zoning Ordinance. <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />Section 1. The Planning Commission finds that the above recitals are accurate <br />and constitute findings in this matter and, together with the staff report and the <br />application materials, including without limitation the Initial Study/Mitigated Negative <br />Declaration (MND), development plan, and all other documents, reports, studies, <br />memoranda, maps, oral and written testimony, and materials in the City's file for the <br />applications and the Project, and all adopted City planning documents relating to the <br />Project and the property including the City's General Plan, Municipal Code, Zoning <br />Ordinance, and other applicable City laws and regulations, and all associated approved <br />and certified environmental documents, have together served as an adequate and <br />appropriate evidentiary basis for the findings and actions set forth in this Resolution. <br />Section 2. The Commission finds that the General Plan Amendment to designate <br />a portion of Sandpiper Park Public Facilities (PF) for the pump station and shared use of <br />a new Sandpiper School classroom building, is consistent with the following General <br />Plan policies: <br />• Goal BE -1: achieve complete and integrated neighborhoods, corridors and <br />centers. <br />The General Plan amendment to Public Facilities would provide an opportunity to <br />serve middle school children within the Redwood Shores neighborhood. <br />Policy BE -1.4: require that buildings and properties be designed to ensure <br />compatibility within and provide interfaces between neighborhoods, corridors, <br />and centers. <br />The School District has presented a well-designed two-story building that is <br />compatible with the architectural character of the existing Sandpiper Community <br />Center and is compatible with the scale of the nearby residential neighborhood. <br />The District has committed to replace removed trees to provide additional <br />landscape screening. <br />Policy BE -2.1: Create complete neighborhoods by integrating schools, parks, <br />child care centers, community centers, infrastructure, green spaces, and other <br />public amenities into each neighborhood. <br />The General Plan amendment to Public Facilities provides expanded school <br />opportunities for neighborhood children. In addition to new landscaping, the <br />District has also committed to construct a new restroom building for the benefit of <br />the City Park. <br />• Policy BE -2.8: Make efforts to maintain and increase walking access to a variety <br />of neighborhood destinations by encouraging uses that provide access to <br />services, goods and community facilities within and near neighborhoods. <br />The General Plan amendment to Public Facilities provides an opportunity for <br />middle school aged children to walk or bike to a neighborhood school.
