6. 1. F. - Page 14 <br />1. Aesthetics <br />The aesthetics section will describe existing visual conditions in and around the project <br />site as well as views to and from the surrounding area. Impacts of the proposed project <br />on scenic vistas, scenic resources, and visual character will be described. Given the <br />project's Waterfront Neighborhood designation, this section will focus in particular on <br />the project's height, massing, and orientation, as well as its relationship to surrounding <br />uses and character. <br />2. Agriculture and Forestry Resources <br />It is not expected that the proposed project would have any effect on agricultural or <br />forestry resources, as these resources are not present on or adjacent to the project site. <br />CONSULTANT will provide brief responses to the checklist questions for this topic. <br />3. Air Quality <br />The proposed project would generate construction emissions and new vehicle trips in <br />the project vicinity. This increase could contribute to existing air pollution in the San <br />Francisco Bay Area Air Basin and has the potential to exceed regional air emission <br />thresholds established by the Bay Area Air Quality Management District (BAAQMD). <br />Construction activities associated with development, particularly demolition, could <br />increase concentrations of particulate matter and could expose sensitive receptors to <br />toxic air contaminants. The project is also located adjacent to Highway 101 which could <br />expose future residents of the site to toxic air contaminants. <br />CONSULTANT will conduct the air quality analysis for the proposed project and <br />respond to the Initial Study checklist questions. The air quality analysis will cover all <br />areas of analysis identified in the May 2011 BAAQMD CEQA Guidelines, including the <br />following components: (1) assessment of baseline air quality in the area based on data <br />from the BAAQMD, California Air Resources Board (ARB), and previously identified <br />information in the IHSP Draft EIR; (2) quantitative assessment of project construction <br />and operational impacts using the California Emissions Estimator Model (CaIEEMod) <br />(where possible, construction details, such as duration of construction period and <br />equipment used, should be provided to CONSULTANT - otherwise default model <br />assumptions will be utilized); (3) quantitative assessment of project construction and <br />operational health risk impacts. Based on the project's location, per Section 4.6.2.0 of <br />the IHSP, a health risk assessment (HRA) would be required to determine the potential <br />health risk to residents. CONSULTANT will prepare a project -specific HRA using an air <br />dispersion model. The HRA will be attached to the checklist; and, (4) recommendation <br />of mitigation measures consistent with the BAAQMD guidelines. <br />4. Biological Resources <br />The Watt Residential project site is located on former baylands in Redwood City. The <br />site is mostly disturbed and as such, little natural habitat is present except where native <br />vegetation has become established along Redwood Creek. Some emergent vegetation <br />may also be located in a ditch along Maple Street. CONSULTANT proposes to conduct <br />a reconnaissance level survey of the site and use the background documents prepared <br />Page 10 of 19 <br />ATTY/AGR.2016.329/LSA Associates, Inc. <br />
