6.3.13. - Page 2 <br />the following mandatory employee contributions for those appointed on or after January <br />1, 2015 as follows: <br />• City Manager and City Attorney, Public Safety and Miscellaneous Tier 3 <br />(PEPRA) department heads, to contribute 5% of salary. <br />• All other Executive Management Members will have no employee contribution. <br />Staff now seeks Council approval of the proposed amendments to the 401(a) Public <br />Agency Retirement System (PARS) Retirement Enhancement Plan in order to <br />effectuate Council's direction from October 2016. <br />In addition to approving amendments to the plan as set forth in Exhibit A, the attached <br />resolution also confirms the appointment of the City Manager as the current plan <br />administrator with ability to execute legal and administrative service documents on <br />behalf of the City. <br />ALTERNATIVES <br />Changes to the Public Agency Retirement System (PARS) Retirement Enhancement <br />Plan as outlined above were included in the Executive Management Summary of <br />Benefits, which was approved by City Council on October 24, 2016. Council may direct <br />staff to prepare alternative changes to the Executive Management Summary of <br />Benefits. <br />FISCAL IMPACT <br />There is no fiscal impact as the recommended amendments to the plan affect only <br />mandatory employee contributions, and there is no change to the City's contributions to <br />the plan. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br />fns, <br />at <br />LEAH LOCKHART <br />HUMAN RESOURCES MANAGER <br />
