6A.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 9, 2017 <br />SUBJECT <br />Second Reading of Municipal Code and Zoning Ordinance to Adjust Level of Review <br />Authority and Make other Minor Modifications <br />RECOMMENDATION <br />Waive Second Reading and Adopt the Ordinance to Amend the Municipal Code and the <br />Zoning Ordinance <br />BACKGROUND <br />On November 28, 2016, the City Council unanimously introduced amendments to the <br />Municipal Code and Zoning Ordinance. <br />ANALYSIS <br />The amendments approved by the City Council and contained within the Final <br />Ordinance (Attachment 1) make changes to the required levels of review authority for <br />development applications and make minor procedural and substantive changes to <br />various code sections as described in the November 28, 2016 staff report (Attachment <br />2). If adopted, this ordinance will be effective 30 days from this action. <br />ALTERNATIVES <br />1. Adopt the ordinance with changes, which could require additional environmental <br />review. <br />2. Do not adopt the ordinance. <br />FISCAL IMPACT <br />No fiscal impact is expected with this project. <br />ENVIRONMENTAL REVIEW <br />The project is exempt from the California Environmental Quality Act (CEQA) Guidelines, <br />Section 15061(b)(3) as it can be seen with certainty that there is no possibility that the <br />proposed administrative amendments and minor use allowances may have a significant <br />effect on the environment. <br />
