allowed under the DTPP, the North of Marshall District only prohibits the u:7.A. - Page 38 <br />Victorian character type. <br />Since the certified EIR adequately analyzed potential impacts as they relate to historic <br />resources in the downtown setting, staff has determined that there are no new impacts <br />associated with the proposed Project that were not already fully addressed in the EIR. <br />Architectural Guideline Review and AAC Recommendation <br />Pursuant to Section 2.0.3, projects that conform to the DTPP standards, but not the <br />guidelines, shall be reviewed by the AAC to determine the acceptability of the aspects <br />of the project which do not conform to the guidelines. As originally proposed, the <br />project sought deviations from eight DTPP design guidelines. At their February 9, 2016 <br />meeting, the AAC reviewed the original proposal and the requested deviations. The <br />Committee voted 4-0 to recommend that the Planning Commission approve the <br />proposal with five of the requested eight guideline deviations. The three deviations <br />recommended by the AAC for denial involved the project's use of a glass curtain wall <br />system that resulted in the project exceeding the glazing percentage limit for the <br />building middle, thus making glass the primary wall cladding material. Based on the <br />AAC's recommendation of denial on those three deviations, the applicant chose to <br />revise the project design so that the building middle section is now in conformance with <br />the DTPP guidelines for wall cladding materials and glazing percentages (this is the <br />Project under consideration by the Commission). Use and <br />reservation of the tandem <br />spaces will be regulated <br />by the residential <br />management team, and <br />they will each be assigned <br />Approve, noting <br />that the interior <br />layout of the retail <br />space will need to <br />be designed so <br />that there is an <br />unobstructed view <br />from the street, <br />pursuant to the <br />DTPP guidelines. <br />Approve, given <br />that the project <br />proposes more <br />parking than is <br />required, and <br />tandem spaces <br />will be assigned <br />for exclusive use <br />of a single unit. <br />
