7.A. - Page 51 <br />The EIR was a "program" EIR in that it studied a plan for the future development of the <br />Downtown area, rather than, for example, a specific development on a particular parcel <br />for which a developer sought land use entitlements. (See DTPP program EIR, pp. 1-2, 3- <br />1; see also CEQA Guidelines Section 15168(a) ("A program EIR is an EIR which may be <br />prepared on a series of actions that can be characterized as one larger project").) <br />However, rather than provide general analysis regarding a broad policy document, the <br />EIR provided in-depth analysis regarding, for example, potentially significant impacts, <br />mitigation measures and alternatives related to the City's plans for future development of <br />the Downtown area. <br />Accordingly, the task at hand is to determine whether the project proposed for 603 <br />Jefferson Avenue requires further environmental review, beyond that which was provided <br />by the EIR. The following Initial Study has been prepared for this task. Pursuant to <br />CEQA Guidelines Sections 15168, 15162, and 15163 (Program EIRs and Subsequent and <br />Supplemental EIRs), it analyzes whether there are any new significant environmental <br />effects not identified in the DTPP EIR or substantial increases in the severity of any <br />previously identified significant effects. It also analyzes whether further environmental <br />review is required pursuant to CEQA Guidelines Section 15183 (Projects Consistent <br />With a Community Plan or Zoning). <br />9. Surrounding Land Uses and Setting <br />The project site is in the northeastern portion of the DTPP area, at the corner of Jefferson <br />Avenue and Bradford Street, with primarily residential and office uses in the immediate <br />vicinity. To the east and immediately adjacent is the Redwood City School District <br />building; farther east and on the same block is a three-story apartment building with a <br />detached, covered parking area. To the southeast, and on the same block, is Redwood <br />City Fire Department Station 9. Directly to the south is a bank with an adjacent parking <br />lot. Across Jefferson Avenue to the west is a three-story apartment building, and to the <br />south of that is a vacant parcel and a single-family house (620 Jefferson Avenue) built in <br />ca. 1890 and listed in the DTPP as a historic resource (now used for legal offices). <br />Farther to the southwest is the proposed 601 Marshall Street development, currently <br />occupied by commercial buildings of one and two stories. To the northwest of the project <br />site is the 525 Middlefield project, a 10 -story, 463 -unit residential development presently <br />under construction. To the north of the project site is a church, with an adjacent parking <br />lot to the east, and vacant land farther east that abuts Redwood Creek before the creek <br />enters an underground culvert. Other public agencies whose approval is required (e.g., permits, financing approval, or <br />participation agreement): <br />None. Development will be subject to entitlements from the City of Redwood City, <br />including a Downtown Planned Community Permit (DPC2015-009), Tentative Map and <br />Condominium Permit (TM2015-010), and a Planned Development Permit (PD2015-003). <br />4 <br />
