TA. - Page 58 <br />brightness of lighting, debilitating glare, and sky glow would be adequately controlled. The impact of development <br />occurring under the DTPP was considered to be less than significant, and no mitigations were required. The <br />proposed project is in compliance with all applicable DTPP standards regarding light and glare, and as a result, no <br />additional light and glare impacts are anticipated. Proposed new street lighting is subject to review and approval <br />by the City; as identified in the DTPP, acorn street lighting fixtures are standard for City Streets (DTPP p. 59, <br />"Public Frontage Regulations Chart'). <br />e. For the Downtown Precise Plan program EIR (pp. 6-13 and 6-14), the City determined that any new structure <br />within the DTPP area that would cause identified shadow -sensitive uses and spaces to be more than 50 percent in <br />shadow at 12:00 PM (noon) on the Spring Equinox (March 20) would impair the livability and beneficial uses of <br />those shadow -sensitive uses and spaces, in which case a significant environmental impact would result. <br />The City conducted extensive and detailed studies regarding the potential shadow impacts that might result from the <br />Downtown's expected increases in building heights (DTPP program EIR Appendix 21.3 - Supplemental Shadow <br />Analysis Information). As a result, the DTPP development standards were developed with the specific intent to <br />avoid significant shadow impacts (EIR p. 6-29). Full buildout of the DTPP to the maximum building envelopes <br />allowed by the Plan's standards would not cause any shadow -sensitive uses and spaces to be more than 50 percent <br />in shadow at noon on the Spring Equinox. The impact of the DTPP was considered to be less than significant, and <br />no mitigations were required. In addition, the Applicant submitted a shadow analysis prepared by PreVision <br />Design (603 Jefferson Avenue, April 20, 2016) for the solar panels located on the building at 620 Jefferson Avenue, <br />which found that there would be no shadow impacts at 12:00 PM (noon) on the Spring Equinox (March 20). <br />Therefore, the proposed project is in compliance with all applicable DTPP standards regarding shadows, and as a <br />result, no additional shadow impacts are anticipated. <br />Conclusion: Regarding agricultural resources, the proposed project would not result in any new significant environmental <br />impacts or a substantial increase in the severity of previously identified significant impacts (CEQA Guidelines Section <br />15162(a)). All impacts are adequately evaluated in the certified Downtown Precise Plan program EIR. The proposed project <br />is also consistent with the Downtown Precise Plan (CEQA Guidelines Section 15183). <br />Documentation: <br />a. No agricultural uses are located in the DTPP area, and the area does not contain any Prime Farmland, Unique <br />Farmland, or Farmland of Statewide Importance (DTPP program EIR p. 18-4). The project is located in a built -out <br />urban environment, and therefore would not convert farmland to a non-agricultural use. No impact would occur as <br />a result of the proposed project. <br />b. The project would not conflict with any agricultural zoning use or a Williamson Act contract. There are no such <br />zoned land uses or Williamson Act contracts in the project vicinity (DTPP program EIR p. 18-4). Therefore, no <br />impact would occur as a result of the proposed project. <br />c. There are no current or planned agricultural activities in the project vicinity.
