Project construction would comply with all applicable solid waste regulations. Furthermore, there is sufficient landfill capacity to accommodate the project's solid waste disposal needs (DTPP program EIR p. 8-21). The project would accommodate refuse and recycling in an enclosed trash room within the building, accessible to waste service trucks at street level off Bradford Street (Plan Sheet A2.1, 314116-); weekly pick-up would be provided by a local waste service provider (Recology). As a result of DTPP standards and the City requirements described above, the proposed project would not generate additional solid waste impacts beyond those analyzed in the DTPP program EIR. Documentation: a. Based on the preceding discussion and the program EIR prepared for the Downtown Precise Plan (DTPP), including mitigation measures, it has been determined that the project would have a less -than -significant potential to degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal, or eliminate important examples of the majorperiods of California history orprehistory. b. According to CEQA Guidelines Section 15355, "Cumulative impacts refer to two or more individual effects which, when considered together; are considerable or which compound or increase other environmental impacts. " "Cumulatively considerable" means that the incremental effects of an individual project are considerable when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects. The potential cumulative impacts of the project together with these related projects have been considered for each environmental topic evaluated above. Given the relatively short-term nature of the project's construction schedule, and the fact that the proposed project would serve an existing community within an urbanized area consistent with the adopted DTPP, the project is not anticipated to have any cumulatively considerable impacts beyond those identified and analyzed in the DTPP program EIR. c. The project would not have environmental effects that would cause substantial adverse effects on human beings, either directly or indirectly, beyond those previously identified and analyzed in the DTPP program EIR. 40
