01/09/2017 <br />RESOLUTION NO. 15554 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING A MODIFIED DOWNTOWN PLANNED <br />COMMUNITY PERMIT INCLUDING FIVE GUIDELINE DEVIATIONS, <br />A MODIFIED TENTATIVE MAP, A MODIFIED CONDOMINIUM PERMIT, <br />AND A MODIFIED PLANNED DEVELOPMENT PERMIT FOR 603 <br />JEFFERSON AVENUE PURSUANT TO THE CITY OF REDWOOD <br />CITY'S DOWNTOWN PRECISE PLAN, ZONING ORDINANCE, AND <br />SUBDIVISION ORDINANCE <br />WHEREAS, Applicant, Jefferson Res, LLC, submitted an application for a <br />Downtown Planned Community Permit, Tentative Map, Condominium Permit, and a <br />Planned Development Permit for a new 8 -story residential condominium and retail <br />building, consisting of 91 residential units and 4,500 square feet of ground floor retail <br />located at 603 Jefferson Avenue (the "Project"), which is located within the Downtown <br />Precise Plan area (DTPP); and <br />WHEREAS, on February 9, 2016, the Architectural Advisory Committee (AAC) <br />conducted a public hearing to consider the Applicant's proposed eight (8) deviations from <br />the DTPP guidelines pertaining to a single ground floor retail tenant, tandem residential <br />parking, recessed storefront entries, height of the building middle cap, depth of the <br />building top fagade offset, and the use of glass as the primary wall cladding material in <br />excess of the maximum guideline percentage. The AAC found that five (5) of the <br />proposed deviations are consistent with the spirit and intent of the DTPP, and <br />unanimously recommended Planning Commission approval of those five (5) deviations <br />while recommending denial of the three (3) deviations related to the use of glass as the <br />primary wall cladding material in excess of the maximum guideline percentage; and <br />WHEREAS, on March 18, 2016, the Applicant submitted revised plans in <br />accordance with the AAC's recommendations; and <br />WHEREAS, on February 11, 2015, the Historic Resources Advisory Committee <br />(HRAC) conducted a public hearing to consider whether the proposed Project would <br />create a substantial adverse change in the significance of the adjacent historic resource <br />located at 620 Jefferson Avenue (Hanson Lumber Company Employee Housing building). <br />The HRAC considered the historic analysis report prepared by Richard Brandi and agreed <br />with its conclusions that: (1) the Project would not create a substantial adverse change in <br />the significance of the historic resource, and (2) the historic resource would remain <br />eligible to be listed on the California Register. The HRAC voted 4-1 (Committee Member <br />Roche dissenting) to recommend that the Planning Commission determine that the <br />Project at 603 Jefferson Avenue would not cause a substantial adverse change in the <br />ATTY/RESO.0127/CC RESO APPROVING PERMIT FOR 603 JEFFERSON RESO.
