01/09/2017 <br />EIR (State Clearinghouse #2006052027), and the entire record of the administrative <br />proceedings regarding the adoption of the Downtown Precise Plan (including without <br />limitation the Mitigation, Monitoring and Reporting Plan attached to Resolution No. <br />15086 adopted on January 24, 2011); and <br />WHEREAS, at the conclusion of the January 9, 2017 duly noticed public <br />hearing, the City Council determined that, with respect to the Revised Project, the <br />proposed Downtown Planned Community Permit including five guideline deviations, <br />Tentative Map, Condominium Permit, and Planned Development Permit would further <br />the purposes of and appropriately implement the City of Redwood City General Plan, <br />the Downtown Precise Plan, and applicable provisions of the Subdivision Map Act, <br />the Redwood City Municipal Code and Zoning Ordinance, <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF REDWOOD CITY AS FOLLOWS: <br />Section 1. The City Council, having independently heard, considered and weighed <br />all the evidence in the record, including evidence presented by City staff, the Applicant, <br />and members of the public, and being fully informed of the City's review and <br />consideration of the Project, including as originally proposed and approved by Resolution <br />No. 15515, and the Revised Project, hereby approves the Revised Project, including the <br />Downtown Planned Community Permit including five guideline deviations, Tentative <br />Map, Condominium Permit, and Planned Development Permit for the Revised Project <br />(which Revised Project approvals supersede the Project approvals of Resolution <br />No. 15515), based on the following findings and subject to the Conditions of Approval <br />set forth below. This determination is based on the entire record, including without <br />limitation the application materials, the DTPP, 2011 DTPP EIR, the entire record of the <br />administrative proceedings regarding the adoption of the DTPP, the staff reports and <br />attachments prepared for the Planning Commission hearing on the Project, the appeal <br />heard by the City Council on July 25, 2016, and the January 9, 2017 de novo public <br />hearing of the City Council for the Revised Project, each of which is incorporated herein <br />by reference and which serve as an adequate and appropriate evidentiary basis for the <br />findings and actions set forth in this Resolution. <br />Section 2. Initial Study Checklist (IS): In the exercise of its independent <br />judgment, the City Council finds that: <br />a. The IS was prepared in accordance with all legal requirements. <br />b. The City Council has reviewed and analyzed the IS and other information <br />in the entire record and has considered the information contained therein, <br />including the written and oral comments received at the public hearings on <br />ATTY/RESO.0127/CC RESO APPROVING PERMIT FOR 603 JEFFERSON RESO.
