Single-family, duplex, or accessory dwelling units that includes <br />new construction, additions or exterior modifications to the second floor or any <br />upper floors. <br />D. Additions on Sloping Lots. One-story new construction, additions or exterior <br />modifications when the lot has a slope of 15 percent or greater and the total gross <br />floor area is 3,000 sq. ft. or more. If the lot slope is 30 percent or greater, an <br />Architectural Permit is required for changes of any size. These provisions apply to <br />any single-family, duplex or accessory dwelling unit. <br />45.3 Review Authority <br />Architectural Permits shall be decided by the Zoning Administrator without a public hearing, <br />except as described below or otherwise required in Section 41.4 (Review Authorities for All <br />Permits). [45.6A] <br />A. Residential additions or new construction on sloping lots that result in a total gross <br />floor area of 3,000 sq. ft. or more (See Section 5.8 Additional Regulations for Sloping <br />Lots) require a Zoning Administrator Public Hearing. <br />B. Any addition to or new construction of a residence -on a lot with an average slope of <br />30 percent or more (See Section 5.8 Additional Regulations for Sloping Lots) requires <br />a Zoning Administrator Public Hearing. <br />45.4 Findings <br />Decisions regarding an Architectural Permit shall be based upon the following findings in <br />this section. An Architectural Permit for residential construction on lots of 15 percent <br />average slope or more is also subject to the findings in Section 45.5 (Additional Findings for <br />Sloping Lots). [45.7] <br />1. The existence of sufficient variety in the design of the structure and grounds to avoid <br />monotony in the external appearance; <br />2. The size and design of the structure shall be considered for the purpose of <br />determining that the structure is in proportion to its building site and that it has a <br />balance and unity among its external features so as to present a harmonious <br />appearance; <br />3. The extent to which the structure conforms to the general character of other <br />structures in the vicinity insofar as the character can be ascertained and is found to <br />be architecturally desirable; <br />4. The extent to which excessive ornamentation is to be used and the extent to which <br />temporary and second-hand materials, or materials which are imitative of other <br />materials, are to be used; <br />5.
