01/09/2017 <br />40.2 Community Development Director Powers and Duties <br />The Community Development Director ("Director') or his/her designee, including the <br />Planning Director or Manager, shall have the powers and duties including, but not limited to: <br />[NEW unless otherwise stated] <br />A. Administering the provisions of this ordinance. Other City officers and employees <br />shall assist the Zoning Administrator in this duty. [40.1] <br />B. Preparing the forms necessary for the administration of the ordinance. [40.2] <br />C. Determining required materials for application submittals and evaluating <br />completeness. <br />D. Preparing reports and recommendations to advisory committees, Planning <br />Commission and City Council. [40.3, partial] <br />E. Delegating administrative functions as deemed appropriate and necessary to <br />members of the Planning Division. <br />F. Making interpretations as described in Section 41.12 (Interpretations). [51.13] <br />40.3 Zoning Administrator Powers and Duties <br />The Zoning Administrator shall have the powers and duties assigned by the City Council or <br />City Manager, including, but not limited to: [NEW unless otherwise stated] <br />A. Holding a public hearing as required. <br />B. Making decisions on applications subject to Zoning Administrator review. <br />C. Issuing Notices of Official Action on applications per Article 41 (Common <br />Procedures). [40.3, partial] <br />D. Referring items to Planning Commission in lieu of making a decision on an <br />application where the public interest would be better served by Planning <br />Commission review and decision. [NEW per Council Direction] <br />40.4 Planning Commission Powers and Duties <br />The Planning Commission shall have the powers and duties assigned by the City Council, <br />including but not limited to: [NEW] <br />A. Holding a public hearing as required. <br />B. Making decisions on applications subject to Planning Commission review. <br />C. Making recommendations to City Council on General Plan and Zoning Ordinance <br />amendments, new or amended specific plans or precise plans. <br />D. Making determinations or recommendations on applications requiring a Negative <br />Declaration, Mitigated Negative Declaration or Environmental Impact Report (EIR). <br />E. Appointing members of the public to the Historic Resources Advisory Committee and <br />Architectural Advisory Committee. <br />F.
