ADOPT ORDINANCE 2268 FIXING THE AMOUNT OF MONEY TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY WITHIN GENERAL IMPROVEMENT DISTRICT NO. 1 -64 TO PROVIDE FUNDS FOR GENERAL IMPROVEMENT DISTRICT NO. 1 -64, AND FIXING AND LEVYING THE TAX RATE THEREFORE (First reading on July 12, 2004) 6.5 Section — Claims and Warrants (301) A. Approve warrants dated through July 26, 2004 and usual and necessary payments through August 9, 2004; MINUTE ORDER 04 -145 6.1 Section — Motions (continued) D. Agreement for Professional Planning and Redevelopment Consulting Services with Bruce Liedstrand, doing business as Liedstrand Associates — City Council and Redevelopment Agency (304) Council Member Hartnett stated that he is familiar with the scope of services and that the services are related to consulting recommendations rather than decision making with the contract subject to termination by either party with 10 days notice. He requested that due to the fact that the services relate to items of great significance to the City Council and Redevelopment Agency, there should be periodic reports by the City Manager to the City Council on progress of the services and the items reflected in the services. Council Member Foust referred to the scope of work items 2.c. and 2.e., stating her concern that the City stay very much on top of those items in light of recent land acquisitions regarding Block I. She stated that she would have liked to see the entire contract in advance and that she is uncomfortable with this type of contract where items are not laid out. She did state that she would agree with the periodic reports particularly as it relates to any land acquisitions in Block II or any potential development of housing downtown with regards to land acquisition. M/S Hartnett/Ruskin to authorize the City Manager and the Executive Director to Execute the Agreement between the City of Redwood City, the Redevelopment Agency of the City of Redwood City, and Liedstrand Associates for consulting services. The motion passed by a unanimous voice vote by those present with Mayor Ira absent. MINUTE ORDER 04 -146 RD MINUTE ORDER 04 -13 Vice Mayor Pierce recused herself from the discussion and vote on items 6.1.E and 6.2.A due to a conflict in that her residential street is being resurfaced and she has a personal friend living in Emerald Lake Heights.
