W. Riley and Son, Inc., of <br /> Emeryville, CA, for the amount of $279,500.00 and reject all other bids. <br /> Background <br /> On May 25, 2004, the call for bids was duly advertised and staff sent the project <br /> specifications to ten qualified bidders. Four sealed bids were received and opened at the <br /> Office of the City Engineer on June 23, 2004. <br /> BIDDER PRICE <br /> J. W. Riley and Son, Inc., Emeryville, CA $279,500.00 <br /> JJR Construction, Inc., San Mateo, CA $336,250.00 <br /> Vanguard Construction, Inc., Oakland, CA $343,000.00 <br /> Sposeto Engineering, Union City, CA $713,400.00 <br /> Engineer's Estimate $281,500.00 <br /> Median Bid $312,750.00 <br /> J. W. Riley and Son is the lowest responsible bidder at 0.7% below the Engineer's <br /> estimate. J. W. Riley and Son worked for the City on the 1998-1999 Tree Preservation and <br /> Sidewalk Repair Program and 1999-2000 Cost Shared Sidewalk Repair Program. They <br /> performed the Cost Shared contract to the satisfaction of staff and the property owners. <br /> Staff is confident that they will complete the work according to specifications. <br /> The project will repair damaged sidewalk, driveway approach, and curb and gutter at any <br /> location in the City where the property owners agree to pay one-half the cost of concrete <br /> construction. There is no charge to the property owner for associated tree root pruning or <br /> street paving. The contract includes the construction of wheel chair ramps at locations <br /> identified by resident requests. <br /> Staff has continued to follow the direction from the City Council and Tree Policy Task Force <br /> in the approach to this program. Tree work for the project will be coordinated and <br /> performed by the City's tree maintenance staff or annual tree maintenance contractor as <br /> resources are available. Root pruning versus tree removal decisions will be determined on <br /> a case by case basis, with the first priority being to preserve trees. <br /> Page 1 of 2 <br />
