W • <br /> , . ,�.,_ _. . .�.� .,.._ .-,< _ _ � - <br /> .. ,r i;... ... . ..: : . �.-.. . � I <br /> REPORT � : ., . <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 13, 2004 <br /> Subject <br /> Amendment to the Agreement for Redwood City Family Centers for fiscal year 2004/2005 <br /> Recommendation <br /> Approve and authorize the City Manager to Execute the Amendment to the Agreement <br /> between the County of San Mateo, the City of Redwood City, and the Redwood City <br /> School District for support of the Redwood City Family Centers for fiscal year 2004/2005. <br /> Background <br /> The City of Redwood City in partnership with the Redwood City School District and the <br /> County of San Mateo agreed to assist the Redwood City Family Centers with sustainability <br /> of the program at Fair Oaks, Hoover, Kennedy and Taft schools. The Redwood City <br /> Family Centers were established to actively involve Redwood City residents, educators and <br /> human service providers in supporting neighborhood children to become successful <br /> learners. The Redwood City Family Centers provide one-stop services including health <br /> services, family support services, parent-community partnerships, adult education, and <br /> after-school programs. This program is supported and overseen by Redwood City 2020 <br /> leadership. The Redwood City Family Centers reach students and their families at four <br /> "family centers" housed at the elementary and middle schools (mentioned above); in a way <br /> that few programs are able to do because they are strategically linked to the schools they <br /> serve. In July 2002, The City of Redwood City received a Program Excellence Award from <br /> the International City Managers Association for this highly successful program. <br /> Redwood City, San Mateo County and the Redwood City School District are funding the <br /> core operations of the Redwood City Family Centers with $100,000 from San Mateo <br /> County, $50,000 from the Redwood City School District and $85,500 from Redwood City <br /> for fiscal year 2004/2005. The total Redwood City Family Centers budget for 2004/2005 is <br /> approximately $2 million. Over 50% of the budget includes redirected and in-kind <br /> resources. Additional funds include $100,000 from the State Healthy Start grant for the <br /> Kennedy Middle School Family Center, $50,000 from the Lucile Packard Foundation for <br /> Children's Health, $134,000 from the Cowell Foundation, $185,000 in local funds from First <br /> 5 San Mateo County, $289,000 in State funds from First 5 California, $50,000 from the <br /> Zellerbach Family Fund and additional contributors include; Community Foundation Silicon <br /> Valley, California Endowment, 21 Century, Community Learning Centers, and the John <br /> W. Gardner Center. <br /> The agreement between the County, the School District and the City is a challenge grant. <br /> In theory, should any of the partners not contribute what has been agreed to, the others <br /> would withdraw their contributions as well. The attached "Amendment No. 1" ensures <br /> continued sustainability for the Redwood City Family Centers for fiscal year 2004/2005. <br /> This amendment will extend the agreement previously approved by Council on August 11, <br /> 2003. The amendment essentially extends the term for one year, and changes the City's <br />
