__ ._ .(�.2 _ <br /> I <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 13, 2004 <br /> Subject <br /> Sanitary Sewer Connection and Service - 970 Upland Road <br /> Recommendation <br /> Adopt a resolution approving and authorizing sanitary sewer connection and service to <br /> 970 Upland Road (unincorporated area of San Mateo County), in accordance with <br /> Redwood City Code, Chapter 27, Sanitary Sewerage Facilities, Section 27.53 — Inter- <br /> area Connections, subject to the following conditions and fees; <br /> 1. That Council adopt this resolution as recommended; <br /> 2. That LAFCo approves the application for the subject connection; <br /> 3. That property owners extend the sewer main in Upland Road and make <br /> connection in accordance with City Standards, at their own expense; <br /> 4. That property owners pay a Wastewater Treatment Capacity Fee; <br /> 5. That property owners pay a Sewer System Capital Facilities Fee; <br /> 6. That property owners pay for all expenses related to processing this connection, <br /> and directing staff to submit an application to LAFCo for said extension. <br /> Background <br /> Pursuant to the Redwood City Municipal Code Section 27.53, staff is prohibited from <br /> authorizing any sewer connection to serve premises located outside of the City's limits. <br /> These connections are only authorized by Council after finding the existence of <br /> exceptional and extraordinary conditions affecting such premises. <br /> This property is located at 970 Upland Road, and two of the property lines define the <br /> City/County limits. The property is currently on a septic system, which is showing signs <br /> of failure. The San Mateo County Health Services Agency has determined that this <br /> failure is a hazard to public health, and the County has no collection system to serve <br /> the area. The Uniform Plumbing Code also prohibits the repair of such existing septic <br /> systems, when there is a collection system within 200 feet. <br /> The owners have expressed the desire to connect to the Redwood City sewer system, <br /> which has a collection system about 100 feet from the property line. They are aware of <br /> the conditions, and wish to proceed. The owners also have demolished the house, and <br /> are in the initial process of building a new one under the permit and design standards <br /> applicable to the County. <br /> Page 1 of 2 <br />
