.� <br /> RESOLUTION NO. <br /> RESOLUTION ADOPTING THE "REDWOOD CITY PLAN AND <br /> PROPOSAL" FOR THE RESTORATION OF BAIR ISLAND AND <br /> AUTHORIZING THE MAYOR AND/OR THE CITY MANAGER TO <br /> SUBMIT THE PLAN AND PROPOSAL TO APPROPRIATE FEDERAL <br /> AUTHORITIES; TO ADVOCATE ON BEHALF OF THE PLAN; AND TO <br /> SEEK FUNDING FOR IMPLEMENTATION OF THE PLAN <br /> WHEREAS, the National Wildlife Refuge System has caused to be prepared an <br /> Environmental Impact Statement (EIS) for the restoration of the Bair Island portion of <br /> the Don Edwards San Francisco Bay National Wildlife Refuge within the municipal <br /> boundaries of the City of Redwood City, as published in the Federal Register; and <br /> WHEREAS, the stated objective of the Mayor and City Council of the City of <br /> Redwood City is to preserve and protect the endangered species and habitat on Bair <br /> Island and develop it into a part of what may be the largest urban wildlife refuge in the <br /> western United States; and <br /> WHEREAS, the City of Redwood City has caused to be prepared a Redwood <br /> City Plan and Proposal for the rehabilitation, conservation, and public use of the Bair <br /> Island Refuge in order to integrate the refuge into the community and to bring <br /> community values, appreciation, and participation to bear in the development of a <br /> refuge plan; and <br /> WHEREAS, the City of Redwood City believes that the Redwood City Plan and <br /> Proposal for Bair Island addresses the critical interface between the Bair Island Refuge <br /> and the urban center in which it is located, and offers the necessary protection to Bair <br /> Island's inherent environmental values, while providing the opportunity for low-intensity <br /> public access and appreciation of the island's unique qualities; and <br /> WHEREAS, the City of Redwood City desires to form a partnership with the <br /> National Wildlife Refuge System and the United States Fish and Wildlife Service, to <br /> ensure that the needs and desires of the local community are addressed in the final <br /> restoration plan; and <br /> WHEREAS, the City of Redwood City believes that the Plan and Proposal <br /> affirmatively addresses the needs of local and regional stakeholders in such a way as to <br /> create a legacy of conservation, environmental education, and habitat restoration within <br /> Redwood City. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL <br /> OF THE CITY OF REDWOOD CITY THAT: <br /> Atty/Reso/Reso.1489 <br /> 090904 � <br />
