As discussed in the traffic study, the following onsite circulation improvements shown on <br />the site plan and proposed by the project would improve drop-off operations at the <br />project site: <br /> <br />• The eastern driveway currently has one inbound and one outbound lane. Under <br />the proposed project, the eastern driveway would be a one-way entrance with <br />one inbound lane. <br />• The western driveway currently has one inbound and one outbound lane. Under <br />the proposed project, the western driveway would be a one-way exit with one <br />outbound lane. <br />• The parking aisle between the school driveways currently has one eastbound <br />lane. Under the proposed project, the parking aisle would be one-way and <br />striped with two westbound lanes. <br /> <br />For these reasons, based on the City's thresholds of significance for intersection <br />impacts, the proposed project would not result in a significant impact at the intersection <br />of Seastorm Drive and Redwood Shores Parkway. The Transportation Impact Analysis <br />may be accessed here. In response to Mr. Conklin’s comment, the District has agreed <br />to hold meetings with the HOA and the City has agreed to stripe KEEP CLEAR and <br />post appropriate signage along Redwood Shores Parkway at Seastorm Drive. <br />The State Department of Transportation (CalTrans) also sent a comment letter. The <br />project does not generate any traffic related impacts and does not require a CalTrans <br />permit. Staff confirmed with CalTrans staff that the letter is therefore advisory only and <br />provides the process if the contractor requires a permit for an oversized load during <br />construction. The State Department of Fish and Wildlife also submitted a comment <br />letter. Staff clarified with Fish and Wildlife staff that the site is not located within a <br />riparian corridor. Fish and Wildlife staff confirmed that its letter should be considered <br />advisory as they do not have jurisdiction. No further response to comments or <br />modifications to the MND are required. <br />PUBLIC NOTIFICATION <br />The public hearing notice for the MND and General Plan Amendment, was published in <br />the newspaper, posted on the City’s website, and mailed to responsible agencies and <br />interested parties, property owners and tenants within a 300 ft. radius of the site; 10 <br />days prior to the hearing date. <br />7.A. - Page 10
